US Levee Safety Activities and Coalition Support
In 2016, four rainfall/flood events
caused estimated damages of $16
billion, including $10 billion from a
single event, according to the National
Centers for Environmental Information
of the National Oceanic and Atmospheric
Administration. In August of that
year, a large area of southern Louisiana
received 20 to 30 in (51 to 72 cm) of
rainfall over several days. More than
30,000 people were rescued from the
floodwaters, which damaged or
destroyed over 50,000 homes, 100,000
vehicles and 20,000 businesses. This
was the most damaging U.S. flood event
since Superstorm Sandy impacted the
Northeast in 2012.
Given such weather events and the
benefits of levees, the U.S. Levee Safety
Coalition, led by new chair, Del Shannon,
senior vice president of Schnabel
Engineering, is leading efforts to raise
awareness of the important role that
levees have in society and helping to
appropriate funding for the National
Levee Safety Program. The program's
purpose is to ensure safety of human
lives and property; encourage appropriate
use of engineering policies, procedures
and technical practice; increase
public acceptance and support of levee
safety programs; build public awareness
of risks from living in levee-protected
areas; develop materials, seminars and
guidelines on improving U.S. levee
security; and encourage establishment
of effective state, regional and tribal
levee safety programs.
The coalition, which is comprised of
the Deep Foundations Institute (DFI),
U.S. Society on Dams (USSD), American
Society of Civil Engineers (ASCE),
Association of State Dam Safety
Officials (ASDSO), American Council of

Engineering Companies (ACEC) and
National Association of Flood &
Stormwater Management Agencies
(NAFSMA), is actively working with
Congress and federal agencies to obtain
funding for national levee safety
programs. In particular, the U.S. Army
Corps of Engineers (USACE) is currently
the most active federal agency working
on all issues surrounding levee safety.
Historical Food Management
The 1917 Flood Control Act established
federal responsibility for flood risk
management, including, specifically,
flood risk management plans ( " flood
control " in the parlance of the day) for
the lower Mississippi and Sacramento
rivers. Large floods on the Mississippi
and Ohio rivers caused devastation and
significant loss of life during the 1920s
and 1930s, which then spurred a
