Beyond planning, design and
To be successful in the face of
construction, federal investments in
levee infrastructure include activities
such as investments in operation and
maintenance on federally operated and
maintained projects, levee inventory,
inspections and risk assessments on
the full USACE portfolio (Inspection of
Completed Works), and technical
assistance through the Floodplain
Management Services and Planning
Assistance to States programs.
The Work Ahead
The latest ASCE Infrastructure Report
Card that was just published (ASCE
2021) gives an average grade of " D " to the
nation's levees and dams, indicating
that there is a need for Congress to
support the administration's infrastructure
plan.
Managing risks associated with
levees nationally will require diligence
and cooperation among all levels of
government, the private sector and
individuals. DFI members I have
spoken with are ready to implement
structural remedies as part of this effort
to improve the safety of the levee
systems throughout the U.S.
increasing flood hazard and projected
population increases in flood-prone
areas, we must all begin to think and act
like risk managers. The Levee Coalition
is looking forward to providing
continued support to help advance the
development and implementation of
the National Levee Safety Program as a
critical infrastructure program for the
country.
David B. Paul, P.E., is managing partner of Paul
GeoTek Engineering in Denver, Colorado. He has
43 years of experience as a civil engineer, and
formerly served as the U.S. Army Corps of
Engineers Dam Safety Officer for the Mosul Dam
Task Force. In addition to being the 2020-2021
DFI Traveling Lecturer, he serves as trustee liaison
for the International Grouting and Seepage
Control committees, and is active with the
