panel sessions for industry conferences,
developing concise case histories of
foundation reuse success stories, supporting
research, and participating in
development of guidance documents
and specifications.
The Foundation Reuse Taskforce has
had a busy summer, recently organizing
a workshop at the International Bridge
Conference, June 12-14, at National
Harbor, Maryland. This session,
" Foundation Reuse for Sustainability
and Accelerated Construction, " focused
on aspects of interest to the highway
transportation structural engineering
community.
At Geo-Risk 2023, the 45-minute
invited panel and 45-minute moderated
discussion with the audience featured
Mentimeter audience polling and
explored the perceptions surrounding
risks and opportunities associated with
the reuse of existing structural foundations
for new construction. Panelists
included Anil Agrawal, Ph.D., P.E., City
College of New York; Frank Jalinoos,
Federal Highway Administration
(FHWA); Francisco Ciruela-Ochoa, P.E.,
Arup; and Donald Green, P.E., Michael
Baker International. Derrick Dasenbrock,
FHWA, moderated the session.

promote reuse by
leveraging experience
among DFI members and
collaborating with related
organizations.
The second panel began with four
technical presentations: " Risks in Reuse
of Highway Bridge Foundations "
covering motivations, options and
considerations for reuse, and " Evaluating
Bridge Substructures for Structural
Integrity and Durability, " covering
decision models, durability testing,
integrity testing and how to apply
assessment techniques. " Risk-based
Approach from Engineering Consultant's
Point of View " provided
thoughts on the benefits and risks and
provided a step-wise risk-based approach
for gathering information and
ultimately deciding if reuse was feasible,
practical and desirable. " Reuse of Milton
Madison Bridge Piers " provided a case
history example, showing in detail how
the framework shown in the previous
three presentations was applied to an
important bridge between two communities
in Indiana and Kentucky.
Decision-making models and the critical
importance of good historic data were
highlighted. Resources and references
for foundation reuse were also provided
by two of the speakers, including both
U.S. and European practice.
Following the introductory presentations,
the panelists were invited
on stage and the moderator asked
questions of both the panelists and the
audience to explore topics related to
foundation reuse. Discussion topics
included:
* What is the lifespan of a foundation?
* Are foundation reuse risks the same
for spread footings, piles and drilled
shafts?
* Are well performing in-service
foundations perceived as more or
less " risky " than new foundations at
the same site?
* Is current code language supportive
of foundation reuse?
