St. Luke's Master Plan

St. Luke's is a nonprofit healthcare system
based in Duluth, Minn. To meet the growing
community needs, offer new services, and continue
providing high-quality care, leadership
recognized the need to expand. In response, a
sustainable growth strategy was established
which, over time, will replace the entire campus
originally built in the 1880s. The new, modern
campus houses leading-edge technologies and
offers comprehensive healthcare services in an
evidence-based, patient-centered environment
that enhances health and wellness. The primary
design goal focused on creating a campus with a
cohesive aesthetic that fits within the context of
the surrounding community.
Building A was the first project of Phase I. This

four-story building began with below-grade
parking and two floors of clinical space. The remainder
of the building was designed as shelled
space to accommodate flexibility and growth
and was structured to adapt vertically to become
a 12-story building and horizontally to connect
to future campus buildings. Continuing to advance
St. Luke's long-term growth plan, additional
Phase I projects included a surgical and
procedural care center, emergency department,
and a cardiac care center with an adjacent parking
structure, ambulance bay, and helipad to enhance
access to immediate care.
Phase II begins in 2023 with the vertical
expansion of Building A, adding intensive
and cardiac care inpatient services. Due to
the flexibility of the initial design, St. Luke's
can respond faster to growth needs. Future
phases include a parking garage, horizontal
expansion, and further realizing the goals set
forth in St. Luke's Health Forward Initiative.
