DESPITE AN OVERWHELMING NUMBER OF
UNKNOWNS, TRENDS AND DATA CAN SHED LIGHT ON
THE POSSIBILITIES IN THE BUS MARKET'S FUTURE.

NITED STATES TRANSIT USE WAS DOING WELL AS OF THE FOURTH
quarter of 2019. Based on numbers reported in the American Public Transportation Association's (APTA) Fourth Quarter 2019 Ridership Report,
overall transit ridership had increased .3 percent between 2018 and 2019,
bus ridership was down 1.03 percent, demand response ridership was up
1.85 percent and trolleybus ridership was up 2.3 percent. Perhaps more
important to know other than "how many" riders were taking transit
was "why" they were taking it. APTA's report "Who Rides Public Transportation" indicates 49 percent of trips are related to work, 21 percent for
shopping and 17 percent for recreational spending.
Understanding why people use transit became of increasing importance
with the spread of the novel coronavirus to North America in 2020. As states
rolled out guidance to stay at home, schools closed and businesses shifted to
work-from-home strategies, transit providers remained open for essential trips.
Ridership is down 80 to 90 percent on many systems, but the ridership that
remains is comprised of vital frontline workers.
The combination of reduced riders and increased costs has, and will continue
to have, an impact on transit finances. At the end of March, the Coronavirus Aid,
Relief and Economic Security (CARES) Act was signed into law and provided $25
billion to transit agencies. The funds can be applied toward operating expenses
accrued as of Jan. 20, 2020, to maintain service and can be used by agencies
as they work to prevent, prepare for and respond to the COVID-19 pandemic.
When we look back on 2020, it will forever be the year with an asterisk
associated with whatever data is being tracked or discussed. So why bother
looking at information based on past indicators that are not reflected in the
current landscape? The past can hold benchmarks with which recovery efforts
are measured. Not only how long it to takes to return to previous levels but if
improvements can be delivered upon faster than if market conditions had not
been impacted by outside events.
