Icomera
With a background in civil engineering and
urban policy and planning, Lopez-Bernal
brings an understanding of wireless communications,
streaming media, CCTV, Wi-Fi,
IoT, CAD/AVL, asset management and network
security to the transit industry.
In 2020, Lopez-Bernal was instrumental
in securing three new customers in North
America - one light-rail operator, one heavy
rail operator and one intercity passenger
rail customer. He also sits on Icomera's
research and development committee.
Lopez-Bernal was instrumental in securing
the largest North America technology contract
for Icomera with Metrolinx, totaling 1,475
end-to-end Wi-Fi solution installations across
GO Transit's entire fleet (943 train cars and
532 buses). In addition to onboard internet
connectivity, Lopez-Bernal inspired Metrolinx
to bring passengers an immersive entertainment
experience. He spearheaded the idea to
open new revenue streams through which GO
Transit can offset operational expenditures.
Lopez-Bernal also serves as the key
account manager for Brightline. In the initial
stages of project development, he
educated the rail operator on the importance
of having quality onboard amenities,
which included passenger Wi-Fi.
Lopez-Bernal's passion for his work
extends beyond his career. He founded
and served as executive director of Transit
Miami. He is also credited with forging
partnerships with policymakers and elected
officials to promote sustainable urban
development strategies, like Miami 21.
Lopez-Bernal is known for creating a culture
of high performance and enjoys the challenge
of doing things differently and has the
ideas, perseverance and willingness to make
tough decisions to drive the change process.

Muhlanger

Administration(FTA)
Michelle Muhlanger has been a transformative
force in the nation's transportation
network for the past 18 years, continually
shattering glass ceilings as a woman engineer
and senior-level executive in a field historically
dominated by men. She currently is the
only woman to serve as a FTA deputy regional
administrator and she also is the only female
engineer to serve in any deputy role within
the agency.
Muhlanger began her career in transportation
as a mechanical engineer at the Volpe
Transportation Systems Center in Cambridge,
Mass., before joining FRA in 2012 where
she led a team of railroad professionals
focused on ensuring safety throughout
New England, New York and New Jersey.
Muhlanger led FRA's oversight of Amtrak's
Infrastructure Renewal Program at New York
Penn Station, as well as efforts to support
the operationalization of new start railroads
and the development of a national
training program for FRA's safety inspectors
who were overseeing the implementation
of positive train control technology.
In 2020, Muhlanger joined FTA, where
she provides executive direction over a
cross-disciplined team of engineers, community
planners, transportation program
specialists and administrative professionals

the region's public transportation network.
She has been instrumental throughout the
COVID-19 pandemic, overseeing the successful
delivery and administration of a
$1.1 billion CARES Act program. Muhlnger
also facilitated a Peer Exchange on Vaccine
Access with New England transit agencies.
Muhlanger's success is credited to her strong
leadership and interpersonal skills, as well as
her drive, focus, political savvy and resilience.
She served as the chair for the Rail
Transportation Division American Society of
Civil Engineers and she serves as a director
at large and advisory board member
for the Women's Transportation Seminar.
Fast Fact: During her tenure at the Volpe
Center, Muhlanger authored or co-authored
13 publications focused on safety and rail
infrastructure.
