behavior. Others have required parents
to take an online course through the
NFHS or Positive Coaching Alliance to
help them understand the mission of
education-based athletics and understand
the consequences of their actions.
Most agree that there must be
established consequences for unruly
behavior, and they should be enforced
without exception. That could mean
removing parents from games or banning
them from athletic facilities all together.
.Reduced school funding. We're more
.than a decade removed from the
economic recession that depleted athletic
departments in public schools, and some
programs are still feeling the pain.
Last year, our survey showed that one

in five schools saw an increase of at
least 2 percent in their athletic budgets.
Athletic directors said that provided
them with more flexibility in purchasing
new equipment, hiring coaches or giving
raises to those who haven't had them in
several years. But while some programs
are growing, others are forced to cut
staff or eliminate teams entirely to stay
within their budgets. That has led to a
growing need for fundraising revenue,
which often falls onto the shoulders of
overworked athletic administrators.
" We have sold ads for our fall and
winter game programs to help create a
fund to make minor improvements to
facilities, such as the concession stand
and press box, " one athletic director
said. " It could also become a fund for
purchasing of a new scoreboard. "
" We cut teams of less than five players
(i.e., golf, tennis), " said another athletic
director. " We buy new uniforms only
every four years, and there's no spending
on non-essential items. "
.Finding staff/volunteers. A slimmer
.staff in athletic programs means
administrators must rely heavily on
volunteers. Unfortunately, they can be
hard to find.
Athletic administrators said volunteers
for booster clubs or concessions are not
as plentiful as they once were. To combat
the shortage, some schools have offered
small stipends or even team gear to
help nudge parents to serve as gameday
volunteers. When that's not enough, the
school might turn to teachers or coaches
in other sports to fill the void.
Finding volunteers has slowly crept up
our list of most concerning issues. This
year, four in five athletic directors said
they were at least moderately concerned
about the problem.

.Additional responsibilities. The
.problem of additional responsibilities

is closely linked to budget cuts and
volunteer shortages. When resources are
diminished, schools ask athletic directors
to pick up the slack.
A number of school districts have
eliminated the athletic director
position all together. Some athletic
administrators have been asked to serve
dual roles, such as assistant principal
or coach. The problem of inheriting
additional responsibilities has ranked
among our top five during every year of
our State of the Industry survey.
" (Responsibilities with) the athletic
director position continue to be added, and
the time needed to tend to the day-to-day
operations are extraordinary and continue
to increase, " said one athletic director.
Several athletic directors who
said they've been handed additional
responsibilities complained that their
administrators don't fully grasp the
scope of their jobs. To change that, some
created a detailed log of their work
responsibilities to illustrate everything
involved in the athletic director position.
