the effective date of the suspension does not result in any credit
toward the suspension and the driver would be paying for the IID
while waiting for the effective date to arrive.
The client can acquire the DL-9108 IILL Petition and start to
fill it out at any time. Clients should read the Petition thoroughly
and make sure that they follow the instructions. On the day of the
IID installation, clients should take a copy of their Notification
of Suspension Letter and the DL-9108SC form (page four of the
IILL Petition), a valid registration, and proof of insurance. The
IID will be installed and the client will be trained on how to use
the device. Clients should make sure they are comfortable using
the device before leaving the service center. The IID is installed

Note: The DL-9108SC form is not completed by the service
center technician, as they are not PennDOT approved to sign the
DL-9108SC. Once the IID is installed, the DL-9108SC is sent
to the vendor, so that one of the PennDOT approved employees
can verify the IID installation, complete section D, then email the
DL-9108SC form back to the client (this can vary depending on
the vendor).
After the IID is installed and the participant receives the
completed DL-9108SC back from the vendor, the client should

verify that they have completed all sections of the DL-9108 form,
they have included any "required" documents or fees listed on
the checklist (page two of the IILL Petition) and that they have
the completed DL-9108SC form verifying interlock installation,
BEFORE they send the IILL Petition to PennDOT by certified
mail. Any missing fees or documents can cause a delay in the
IILL Petition being approved and the IILL being issued. The
driver can maintain possession of his or her valid license and
continue driving until the specific effective date for the suspension.
The driver then should visit the local Driver's License Center the
day before the suspension becomes effective and surrender the
license to that Center, getting a receipt for the surrendered license.
At that point, even though the ignition interlock is installed
and operational, the driver cannot drive before PennDOT mails
to the driver the IILL camera card and the Ignition Interlock
Limited License is issued. By law, PennDOT has 20 days
to review and respond to the IILL Petition from the day the
suspension starts.
Who monitors Ignition Interlock Device data?
The driver with the IID must return to the installation
center within 30 days after the interlock is installed so that the
installation center can download the data from the IID. After the
