us while I was in the Reading office," explained Sharon.
Sanford was in his mid-40s when he came to the local office.
He had served in the military and worked as a professional
journalist. Before coming to Reading, Sanford had been head of
the Pennsylvania Department of Consumer Protection. "He was
brilliant, kind and fantastic, but tragically, after working for us
for only about a year and a half, he had a stroke during surgery
to remove a brain tumor, and never recovered."
Lou Shucker recalls Sanford as one
who "possessed a worldliness and wisdom
that the rest of us lacked." He clearly
had a lasting impact with his Reading
colleagues, and not only with Sharon and
Lou, even though his time in the office
was very short. During interviews with
Barbara Hart, Herb Karasin and George
Gonzalez, they each commented, without
any prompting, on the brilliance of
Sanford Kahn. He was quite the mentor.

George, who arrived in Reading from
New York City in 1978, was the first Hispanic attorney in the
entire CPLS program. Sharon has noted that George's "good
looks and charm were a handicap, from a managerial point-ofview." His charm was put to the test when he attended his first
divorce master's hearing. Prior to the 1980 change in the law
allowing for no-fault divorces after a period of separation, the
party seeking a divorce had to prove indignities at a master's
hearing. For George's first such hearing, both spouses showed
up with their paramours and a fight broke out among the
parties. George survived the humiliation and did not move back
to the Big Apple.

Jokes on a Jurist
Judge Troutman's respect for Reading's pioneering legal aid
attorneys also meant he enjoyed the "delinquents" having fun at
his expense. One such episode involved the case of Pepe Lapew
v. City of Reading. Unbeknownst to the Judge, his law clerk at
the time, Frank Tamulonis (now a respected Pottsville attorney
who is married to one of Judge Troutman's twin daughters) filed
a complaint in the U.S. District Court for the Eastern District
and had it assigned to Judge Troutman. The complaint, with
a dog, Pepe, as the plaintiff, alleged that the recently enacted
ordinance requiring dogs to be leashed while in City Park was
unconstitutional. Frank arranged to have Lou and the gang
represent the dog and City Solicitor Cal Lieberman to represent
the City.
Thinking it to be a legitimate case, Judge Troutman ordered
the attorneys to meet in his chambers on April 1. At the
conference with the Judge, Lou argued that, if the ordinance was
