and then went to work for Community
Legal Services. At first, since there were
no public defenders yet, he represented
indigent juveniles facing delinquency
charges. He was chosen to open a CLS
storefront office in West Philadelphia
and was a managing attorney the last two
years he was with the program.

Herb stayed with CLS even though
he and his wife, Chip, moved to Robeson
Township following their purchase of
his brother-in-law's farm. Herb commuted for nine months,
catching the train to Philly at Birdsboro. Herb jokes that the
train's engineer would "stop after seeing me on the platform
with my loud tie." With his extrovert personality and sense of
humor, he was a natural fit with the "adult delinquents."
After graduating from law school in 1976 and, given
her success interning in the Lancaster office, Sharon Scullin
accepted a position with the "delinquents" in Reading. By this
time, Tri-County had merged with Dauphin County Legal
Services Association to form Central Pennsylvania Legal
Services (CPLS). Rick took the helm of the new organization.
Jim Rothstein moved with his wife to Berks County, leaving
legal services and taking up practice with Calvin Lieberman in
Reading.

Sharon was only the second female
attorney to practice in the Reading
office. The first was Barbara J. Hart,
who arrived in the summer of 1975,
riding to work on a bicycle and
wearing denim overalls. After first
enduring a cross-examination by Gene
Zenobi on feminist literature, Barbara
came "to like working with those crazy
men." She found the "delinquents" to
be "dedicated, filled with integrity and
having a passion for the law." And she
enjoyed the volleyball games, picnics
and the "raucous events" at the farm
house.

Hart Charts Change
Barbara would prove to be a leader. She was the first
female Berks County attorney to wear a pant suit into court
for which she was reprimanded by the judge. "I was upset. It
was a beautiful, expensive outfit my mother had bought for
me." The dress code was an issue that she was not willing to
lose. Eventually, she prevailed, even to the point of wearing bib
overalls to court!
