While the first section of the Amendment is best
known and has been the most litigated, the Fourteenth
Amendment also included provisions that established
how seats would be apportioned in the House, voided
the Confederate debt and validated the Union debt,
prohibited certain Confederate officials from holding
office and provided for a definition of citizenship.
But the key clauses, set forth in Section 1,
involved the guarantee of individual rights and limits
on state powers to restrict those rights. The passage
of the Fourteenth Amendment truly transformed the
Republic, but, as history has borne out, it only marked the
beginning of the battle of African-Americans to achieve
full equality.
