The Healthy People 2020 "Oral Health" goal is to increase the
proportion of children, adolescents and adults who used the oral
health care system in the past 12 months. Specifically, according to
the state's Department of Health, Pennsylvania's goal is to increase
the percentage of adults who have visited a dentist over the past year
by 10 percent of the baseline, set by the 2008 Behavioral Risk Factor
Surveillance System (BRFSS). According to that survey, 70 percent
of all Pennsylvania adults visited a dentist in the past year. The goal,
then, is for 77 percent of Pennsylvania's adult residents to report
seeing a dentist within the past year.
* In 2010, 72.3 percent said they had seen a dentist and
Pennsylvania ranked 22nd among the 50 states according to this
measure. Unfortunately, this number decreased by the 2016 BRFSS
survey to 66.4%. From the 2010 survey we have the following data
for Pennsylvania residents:
* 67% (CL: 65-69) of adults age 65 and older vs 72% (CL: 70-75)
of those ages 30 to 44 years old
* 68% (CL 66-71) of male population vs 73% (CL:72-75) of female
residents
* 55% of black, non-Hispanic adults visited a dentist in the past
year, significantly less (55 percent) than the state's white, nonHispanic adults (73 percent, CL: 72-74)
* 38% of adults with less than high school education vs 83% with a
college degree
* 46% of adults reporting household incomes of less than $15,000
vs 85% of those with incomes ≥ $75,000
* The overall percent of children who had dental sealants applied to
their teeth decreased from 61% in 2008 to 58% in 2010 - 45%
of Medicaid eligible 3rd graders and 43% of Medicaid eligible 7th
graders had had dental sealants placed.
* 54.6% receive fluoridated water from their water systems vs 66.2%
across the nation
* ~25% of first, third and seventh graders in Pennsylvania were
seen by their school dentist in 2008-2010 and ~50% of them were
referred for further evaluation or treatment. Of those referred, only
about 20% submitted a completed referral form to their school
nurse.
* 75% of students in PA were seen by a school dental hygienist,
25% were referred of which 23% submitted a completed a referral
form to their school nurse
* On April 1, 2010, the Pennsylvania Department of Public Welfare
(DPW), Office of Medical Assistance Programs (OMAP) adopted
the policy of compensating physicians and Certified Registered
Nurse Practitioners (CRNPs) to provide topical application of
fluoride varnish to the teeth of Medical Assistance enrolled youth
under 5 years of age. Between October 1, 2010 and September 30,
2011, about 6,625 youth received topical dental fluoride varnish
by non-dental providers. That number has increased to more than
200,000 in 2017.10

Its members are Healthy Teeth, Healthy Children: A medical/dental
Collaborative (PA Chapter of American Academy of PediatricsPAAAP), PA Association of Community Health Centers, PA Head
Start, PA Office of Rural Health.
* HTHC has provided free in-office training for primary care and
obstetric offices to integrate oral health care in their practice and
provides ongoing support for these practices - all free of charge to
more than 4000 clinicians and staff members since 2008.
* Cavity Free Kids is an oral health education program for children
under 6 years old used in Head Start and other child care settings.
* PA Connect the Dots program targets dental providers and
provides education around first dental visits for one-year-olds.
* We are proud to have played a major part in the increase in the
rate of children on Medicaid having a dental visit from 42% to 48%
between 2014-2017 (26% in 2008 when we began our work!).
* Working on increasing the number of School based sealant
programs across the state to place fluoride sealants on first and
second molars as soon as they appear is a priority for us. These
programs target 5-7 and 11-14-year-olds. To be most effective,
sealants must be applied to teeth that have no decay. They can be
applied by PHDHPs as well as dentists.
* The PA Office of Rural Health has partnered with the DentaQuest
Partnership for Oral Health Advancement to implement MORE
