Q: What sort of things should homeowners be looking for during

that walk-through?

A: The main items to review during the walk-through would be
flooring, countertops, ceramic backsplash, the installation of the
appliances and operation of the faucets. Check for leaks under
vanities; proper operation of all electrical fixtures, switches and
outlets; the HVAC system and its proper operation; the HVAC filter
to make sure it is new; and all of the exterior finishes, including
concrete, stone and veneer. Look to make sure there has been
proper installation of the deck or patio, proper door and window
operation including the tilt features, that there are screens on all
doors and windows, and the locks and door handles work properly.
Proper operation of the kitchen cabinet features and finishes also
should be confirmed.

What if a homeowner encounters a problem once they've
moved in?

A: Serious problems such as loss of heat, loss of power or plumbing leaks should be reported immediately to the contractor who
performed the installation. When you purchase a new home, these
names and numbers will be provided to you at settlement, so you
will know exactly who to call in for an emergency situation. Not so
if you buy a used home. You do not know who may have worked on
various parts and systems in the home or if they even had formal
training. It's always a risk you take when buying used, because you
cannot see what is behind the walls.
If it is not an emergency, most new homes come with a one-year
written builder warranty that details what other items are covered
and when the repairs to them will be made. Most builders ask that
a homeowner wait until the 11th month of the first year before
submitting a list of items which may need to be adjusted. Used
homes do not come with such a warranty; rather it is a "buyer
beware" situation.

A: Most contractors use subcontractors to build the homes. Ultimately
the contractor or builder is responsible to the buyer, as that is a
contractual arrangement. The builder will use their relationship with
the subcontractor or supplier to remedy those situations which arise
and are covered by the warranty within the first year of the home.
