and later judge of the Court of Common Pleas. "We answered
to Rita, as she was Judge Sweeney's right hand woman. She
was quite a lady! Very few cases were appealed as the result of
arbitration, and the arbitration program saved the county a lot of
money. The limits went from $2,000 to $50,000, and the cases
were heard in front of 3 appointed lawyers. It was a serious
program, and one that is still thriving today. My contribution to
the initial Arbitration Program was probably the most important
thing in which I have been involved. I am fortunate to have
had the opportunity to be a part of the history of the court and
witness how it has evolved over the years."
