As District Attorney and Chief Law Enforcement Officer
for Delaware County, he has taken the lead on many public
safety initiatives: the Anti-Violence Task Force with the mission
to provide collaborative programs and resources to assist the
community in recognizing and reporting violent crimes; the
Senior Exploitation Unit, investigating crimes and raising
awareness about the illegal schemes perpetrated against seniors;
and in 2012 Whelan formed the Delaware County Heroin Task
Force to raise awareness about the epidemic of prescription
drug and heroin abuse impacting the nation and the county. As
chairman of the Heroin Task Force, he has been the driving force
behind several opioid prevention and awareness initiatives that
have received state-wide recognition.
Mr. Whelan has been honored by several groups for
outstanding leadership, public service, and personal acts of
bravery.
November, 2017. The Delaware County Heroin Task Force,
for which Whelan is Chairman, was recognized with the
Community Impact Award at the 2017 Annual Dinner of
the Delaware County Chamber of Commerce... Celebrating
Business Excellence!
A HARVEST OF SUCCESS IN OCTOBER
* Delaware County became the first county in Pennsylvania
to wage war on Big Pharma with a civil lawsuit seeking
damages from opioid manufacturers they allege participated
in an elaborate scheme, downplaying the dangerous and often
deadly addictiveness of prescription painkillers. The filing was
announced by Delaware County Council, District Attorney Jack
Whelan and the Delaware County Sheriff's office to combat
what officials called the "relentless pursuit for profit" that came
at a great cost to public safety. Despite having just 4 percent
of the planet's population, Americans ingest 80 percent of the
world's supply of opioids. In Pennsylvania, it is against the law
to claim a dollar amount in civil cases. Delaware County is
seeking to be reimbursed for what has been spent year after year
and in turn, invest in recovery programs. The hope is that other
counties in the commonwealth will follow suit.
* District Attorney Jack Whelan and Delaware County
Councilman Dave White joined Sen. Tom McGarrigle and Sen.
Tom Killion to announce $500,000 was secured for the efforts of
the Delaware County Gun Task Force and anti-violence efforts.
These funds were a result of a collaborative effort of local
officials who met to talk about ways to help curb gun violence in
the community.
* Law enforcement officers in Delaware County who have
saved lives using the opioid overdose-reversing drug Narcan
were honored by the Delaware County Heroin Task for their

efforts in helping struggling residents get a second chance at life.
Since the implementation of a county-wide law enforcement
naloxone program in 2014, police officers in Delaware
County have saved the lives of 921 residents who had become
unresponsive after an opioid overdose. The program has served
as a model for other counties and states across the country.
Well done to Delco's finest who intervene when those battling
addiction are in dire need.
* The Delaware County Heroin Task Force launched "Second
Chance Employment," aimed at helping those in recovery
find jobs. A vital piece to helping residents succeed in longterm recovery is having a job which provides stability and
accountability and allows them to reenter the community as
responsible and contributing members of society.

Her contributions to her
community were both
immeasurable and farreaching. Hers is a legacy
of profound generosity.
Linda gave countless hours
and used her considerable
talents for the benefit of
others. Her dedication to our
Veterans, to education and
historic preservation, to the
Memorial and to Newtown
Square was unending and
truly inspirational. Linda showed us love, joy, spirit, tenacity,
honesty and good will. She impacted the lives of so many people
and through her efforts many more people for years to come
will benefit from her life's work. She lived a remarkable life and
leaves us all better for having known her.
