complaints, Judge Cartisano drawing on her impressive ten (10)
year tenure as a member of that court section ably shouldered
this recurring, testing task while creatively in her role as its
liaison judge continually reconfigured the family section's
calendar assuring that its constituent core needs were always met
being ever mindful of those parties appearing before it the court
serves and their counsel.
Beyond her imaginative and resourceful scheduling skills,
Judge Cartisano filled in many of the still remaining and
unavoidable calendar "gaps" by quietly taking on additional
and wide-ranging judicial assignments and often with very little
advanced notice.
Despite these notably increased administrative and matter
specific burdens being added to an already well-taxed work
week, Judge Cartisano without fail yet effectively maintained
and managed her case docket.
This year has presented the board of judges with appreciable
challenges unlike any of those one can easily recall from times
past. The bench as a group did not simply accede to the twentyfive (25%) percent loss of its judicial compliment with a laissezfaire attitude that these circumstances must just be accepted until
the number of jurists returns to full staffing such being beyond
the court's control otherwise, but rather each and every judge
stepped forward and readily undertook extra responsibilities
regardless of his or her sectional assignments.
Although there were in 2019 many bright burning stars about
the judicial galaxy of the thirty second (32nd) judicial district's
trial court, the patina surrounding that of Judge Cartisano
because of the dual obligations entailing both the family
section's most onerous administration and her varied, as well as
additional case specific concerns enjoyed a uniquely gleaming
luster. For her many efforts during these demanding months,
all of which undoubtedly greatly contributed to the ongoing,
longstanding, positive bench bar relationship, Judge Cartisano
was most deservedly recognized as the 2019 Donald J. Orlowsky
Award recipient.
The Delaware County board of judges extends to Judge
Cartisano its heartfelt gratitude for all she has done this year, as
well as its sincere congratulations on her receiving the Orlowsky
Award. The Donald J. Orlowsky Award of the Delaware County
Bar Association is presented annually to the individual who
has contributed most to the improvement and fostering of good
Bench Bar Relations. *
