LAW DAY 2018
"Separation of Powers: Framework
for Freedom"
May 2018. Members of the Bench, Bar, legal community and
public gathered to celebrate Law Day 2018 on Friday, May 4,
2018 in the Honorable John V. Diggins Ceremonial Courtroom.

the same time allowing each to restrain the others from excessive
exercise of power. In essence, the Constitution provides "selfadjusting brakes" to the power of each branch.

Several months of activities sponsored and led by Bar
Association members culminate on Law Day, including a Law
Day Program held in area high schools and at Delaware County
Community College. Law Day events include a Courthouse
Program for area elementary schools. The Young Lawyers'
Section holds a Mock Trial Competition, which concludes just
before Law Day, and there are essay and art contests for area
elementary, middle, and high school students.

The "brilliant experiment" which is our Constitutional
government has flourished for 231 years and served the American
people well by creating "framework for freedom." Thank you,
and enjoy this wonderful Law Day celebration.

Welcome to the 2018 Law Day event sponsored by the
Delaware County Bar Association, a collective effort by many
on this 60th Anniversary.
President Dwight D. Eisenhower established the first Law
Day in 1958 to mark this Nation's commitment to the Rule of
Law, stability and peace, and resolution of disputes in our Courts.

Excerpts from the speech of Vincent B. Mancini, Esq.,
President, DCBA:
By their very essence, governments have been the centers
of power and regulate what citizens can and cannot do. The
strengths and weaknesses of governments throughout recorded
history have been gauged by how they handled the concentration
and exercise of that power.
Our Founding Fathers recognized the abuse of power which
the colonies endured under British Rule and sought a way by
which to create a government where power was not concentrated
or centralized. Working with a clean slate, the drafters of the
U.S. Constitution wanted to avoid concentrating control by
adopting a form of government which allowed for the separation
and balance of power. The result was a masterful plan which
divided the new U.S. government into three distinct branches:
Executive, Legislative and Judicial. This Constitutional
framework insured that each branch remained vibrant while at

that our constitutional democracy endures, preserving our
liberties and advancing our rights, we honored the following
recipients ...
The Themis Award to Mary P. Capuzzi (right), President
and longtime Board member of the Domestic Abuse Project,
who has performed outstanding services in an area which has
engendered great respect for the law, stimulated the concept
of individual responsibility, and encouraged recognition of the
responsibilities of citizens.
The Alexander A. DiSanti Liberty Bell Award of the Young
Lawyers' Section of the Delaware County Bar Association
recognizes Casey Fosbenner "Casey Boy" (left), Executive
Director of WMMR's Preston & Steve Show, for his outstanding
community service and whose activities promote the spirit of our
Constitution.
