The 45th Annual
Bench Bar Conference
June 2018

The Loews Annapolis Hotel is located in the heart of America's
sailing capital and anchored in dedication to making memorable
moments. The Delaware County Bar Association, in keeping
with a time-honored tradition, offers their signature event,
the Annual Bench Bar Conference. The Conference is
designed to be educational, improve the working relationship
between members of the bench and bar, and promote lawyers'
participation in various programs to benefit the community of
Delaware County.
The 2018 Bench Bar Conference delivered yet another year
of outstanding Continuing Legal/Judicial Education seminars
providing for a full year worth of credits, including 3.5 ethics
credits. The seminars ran the gamut from the Building Blocks of
Construction Law; an Overview of the New Tax Code; Criminal
Law - A Review of 404(b) (Prior Bad Acts); Navigating the
Sexual Harassment Morass; Medicaid & Financing Long Term
Care; Practicing on the Front Lines: Magisterial District Court;
The Nuts & Bolts of Workman's Compensation/Social Security
Disability; The Rules of Evidence
in Family Matters; A Survey of Real
Estate Law - The Dirt; The Use of
Demonstrative Evidence & Technology
in Demands, Mediations, and Trials;
Military Law & Leadership; and the
ever-popular Legal Jeopardy.

Captain Massey serves as an Assistant Professor of Military
Law for the Leadership, Education and Development (LEAD)
Division, United States Naval Academy, Annapolis, MD.
Captain Massey teaches 1/C midshipmen NL 400 - Law for the
Junior Officer.
Captain Massey was raised in Syracuse, New York and
received a Bachelor of Science in Business Administration
from State University of New York at Oswego in 2005. He
completed Officer Candidate School in the summer of 2009 and
was commissioned as a Second Lieutenant in the United States
Marine Corps. Shortly after commissioning, Captain Massey
attended the University of Miami School of Law and was placed
in the Inactive Ready Reserve. During the summer of 2011, he
was placed on active duty for operational support orders and
served as a student judge advocate in the civil law section of
the Legal Services Support Team, Marine Corps Recruit Depot,
Parris Island. He was promoted to First Lieutenant shortly after
his summer 2011 tour, and earned both his law degree and a
masters of law in international law from
the University of Miami in 2012. While at
Miami, Captain Massey founded and was
the President of the Military Law Society
and the National Security and Armed
Conflict Law Review.
After becoming a member of the New
Hampshire state bar in 2012, Captain
Massey reported on Active Duty to the
International Law Department at the Naval
War College in Newport, Rhode Island.
While at the Naval War College, he assisted
the staff with preparation for symposiums
and helped transition the International Law
Series from a hardcopy book to an online
publication. Captain Massey also served
