Colleen M. Neary, Esquire, Sweeney & Neary, LLP, is no
stranger to any member of this association. The list of awards
bestowed, and accomplishments reached is nothing short of
remarkable. She has reached this lofty height through hard work
and an incredible desire for achievement.

this evening to someone who has made an indelible mark on
Delaware County for decades. In Delaware County, we are
blessed to have an excellent Bench-Bar relationship which makes
us the envy of the Commonwealth and Judge Hazel's enthusiastic
contributions have been a big part of that success.

In addition to serving as President of the Delaware County
Bar Association in 2004, Colleen has chaired a number of
committees, all of to which she has brought new energy. At
the state level, Colleen was a long-time delegate to the PBA
House of Delegates and was president of the PBA Conference
of County Bar Leaders. She is a Fellow in the American
Academy of Matrimonial Lawyers and has served as Chair of
the Pennsylvania Chapter's Board of Examiners. Colleen is
a frequent lecturer on family law topics and has taught at the
DCBA, the PBA/PBI, Villanova and Neuman College. "And

Presented by Thomas Kerstan, Esquire, LASP ... Richard
S. Packel, Esquire, a 50+ year member of the DCBA, was
honored for his pro bono work. He is a graduate of the
University of Pennsylvania and the University of Pennsylvania
Law School. Prior to the formation of the current legal aid,
Mr. Packel worked for the Delaware County Legal Assistance
Association where he was described by his former colleagues
as a fierce and dedicated advocate but also as the kind of person
who was always willing to help out the young attorneys. Rich
worked diligently to protect the rights of clients to public
benefits, decent affordable housing and family law matters.
More recently, in 2019, he volunteered and handled eight
separate pro bono cases.
