Workforce Through
Apprentice and
Education Programs

I

n 1999 Robert (Bob) Kinsley, founder of Kinsley
Construction, Inc., realized that people with the
skills required to sustain a modern workforce were
not available and that the company's only course of
action was to train our own workforce. Unfortunately,
existing training resources fell short of our objectives
to build a diverse workforce, emphasize safety in
the workplace, create community awareness, instill
teamwork, develop a diversity of skills, and most
importantly, build loyalty through pride of ownership.
Bob developed a business plan for education and
in 2000, the Kinsley Center for Education opened its
doors with a mission to build workforce excellence and
encourage career advancement at Kinsley by "teaching
the standard" in the construction trades.

Kinsley offers 4-year carpentry and highway/bridge programs
and a 3-year ironworker apprenticeship. The first class began with
10 carpenter apprentices. Today, there are 76 students enrolled in
the three programs, plus an additional fourteen will be graduating
in October.
The Kinsley Education Center is accredited through the
nationally recognized Bureau of Apprenticeship and Training,
and the PA Department of Labor and Industry. The Pennsylvania
Department of Education, Division of Veterans and Military
Education, has approved the carpentry apprenticeship program for
eligible veterans.
Applications for admission into the program can be downloaded
from the Kinsley Education Center at www.kinsleyeducation.com.
To be eligible, students must be 18 years of age or older, received a
high school diploma or GED, possess a valid driver's license with no
restrictions and successfully complete a physical and drug screening
test. Applications are accepted each year from January1 through
February 28. Testing and interviews are conducted in March and by
April class selections are made.

Unlike other programs, apprentices enjoy the same
excellent benefit package as do all Kinsley employees
and are paid while on the job or in the classroom. After
successfully completing the apprenticeship, students
receive their Journeyperson status from the PA and
MD Departments of Labor and Industry.
We are very proud of the fact that 75% of our
apprenticeship graduates continue to be employed by
Kinsley, many of whom are in leadership positions.
Jose Garcia has been just one of the many success
stories of the Kinsley apprenticeship program.
Jose, who attended school in Reno, Nevada, moved
to the York area with his family in 1993 and worked
as a dishwasher and line cook along with his two brothers at a local
restaurant. After tragically losing both brothers in a car accident,
Jose was unable to return to work at the restaurant.
In March 2000, Jose started working for Kinsley as a concrete
laborer with no prior experience in construction. Six months later
he received a call about starting a four-year apprentice program. He
looked into the program and the opportunities it would provide
and decided to enroll even though it meant taking a slight cut in
pay as a concrete laborer.
"The first six months were a little tough but I stayed with
it," recounts Jose, "but by the end of the second year I was given
the opportunity to be a lead person/crew leader and by the time
I finished my fourth year I was an assistant superintendent helping
to manage three projects from start to finish."
In 2007, Jose was given the opportunity to take a position as
a Safety Professional in Kinsley's Safety Department where he has
been ever since. Jose says, "Without the opportunities and support
that I received from the Kinsley family and my co-workers, I would
never be where I am right now. I sincerely appreciate what the
Kinsley family has meant to my success in life."
