Apprenticeship
Programs?
An individual employer, group of employers, or
an industry association can sponsor a Registered
Apprenticeship program, sometimes in partnership
with a labor organization. Registered Apprenticeship
program sponsors make significant investments
to design and execute apprenticeship programs,
provide jobs to apprentices, oversee training
development, and provide hands-on learning and
technical instruction for apprentices. The programs are
operated on a voluntary basis and are often supported
by partnerships consisting of community-based
organizations, educational institutions, the workforce
system, and other stakeholders.
Registered Apprenticeship program sponsors
develop a set of structured standards that include
requirements for related (classroom) instruction and
paid on-the-job learning with appropriate supervision.
Sponsors then register their program standards and
apprentices with the Office of Apprenticeship (OA) or
a State Apprenticeship Agency (SAA) recognized by
the Department. Through apprenticeship agreements,
sponsors and apprentices agree to the requirements of
the registered program. At the successful completion of
the on-the-job and instructional learning, apprentices
receive an industry-issued, nationally recognized
portable certificate of completion.

Earning an Associate Degree
In 2006, Kinsley Construction teamed up with HACC-York
Campus to expand the supervisory and project management
opportunities available to its apprentices. The Dean of Education
at HACC worked with the Kinsley Education Center to articulate
the company's carpentry courses into HACC credits. Apprentices
receive 32 course credits toward an Associate Degree in Technology
Studies. A curriculum was then developed for the remaining
credits required for the degree. Kinsley reimburses students for all
additional required classes.
The Need for a Pre-Apprentice Program
Over the last few years there has been a trend to eliminate shop
class from many junior and senior high schools. Without early
exposure to shop class, many kids are going to lose out on the
opportunity to discover whether they like making things as well
as the inclination to pursue a career as a carpenter, iron worker or
other skilled tradesperson. As most business surveys indicate, the
greatest problem facing the construction industry, and many other
industries, is the lack of skilled tradespeople.
The York County Alliance for Learning (YCAL) is a non-profit
organization that works with businesses and schools to provide
career education, relevant academic experiences, and work-based
experiences for students and educators in York County. In 2016,
YCAL and Kinsley announced that they were teaming to deliver a
pre-apprentice program for high school students during the 20172018 school year. The one-credit program is available to seniors in
YCAL Partner Schools and will provide as many as 30 students with
early exposure to apprenticeships.
As YCAL's primary partner for the pilot program, Kinsley is
providing OSHA training, career pathway presentations, and 32
hours of on-site practicum at the Kinsley Education Center. "When
we started our apprenticeship program in 2000, we spent our time
trying to convince schools there were good careers in construction,"
