SCOPE OF PRACTICE - CRNP
INDEPENDENT PRACTICE
SB 25 and HB 100 would allow Certified
Registered Nurse Practitioners (CRNPs)
to practice independently in Pennsylvania,
without the requirement that they maintain
a collaborative agreement with a physician.
SB 25 passed the Senate on 6/12/19
and awaits consideration by the House.

HB 100 and supports a physician-led, team-based approach to care.
PAMED held a meeting with stakeholders
on 6/13/19, including county and specialty
medical societies, to discuss advocacy strategies around scope of practice issues.

PRIOR AUTHORIZATION

The prior authorization process with
insurers lacks transparency and long
wait times jeopardize patient outcomes.
PAMED supports much-needed reforms.
HB 1194, which we expect to soon be
introduced, aims to help standardize and
streamline the prior authorization process,
assures that step-therapy requirements are
based upon medical guidelines, and cuts
down on potentially harmful delays in
treatment and testing for patients.

NARROW NETWORKS/ANY
WILLING PROVIDER/OUTOF NETWORK BILLING

Tiered and narrow health insurance
provider networks are the root cause of
this problem. PAMED supports addressing
these issues.

Legislation is currently being drafted
and circulated by PACEP to primarily
address out-of-network billing. PAMED has
reviewed and provided input and continues
to support these efforts.

MAINTENANCE
CERTIFICATION (MOC)

PHYSICIAN WELLNESS

PAMED will explore possible legislative
solutions to ensure that the MOC process
is fair for all physicians.

PAMED believes in improving the practice
environment for physicians in Pennsylvania.
State legislators can help by recognizing the
factors that lead to "physician burnout" and
work to resolve them.

While physicians are committed to lifelong learning, the MOC
process is time consuming and expensive.

No legislation specifically addressing
physician wellness has been introduced.
PAMED will continue to advocate for
legislation that will reduce burdensome
administrative requirements.

PAMED continues to address additional advocacy issues affecting Pa. physicians and patients, such as
telemedicine, informed consent, and proposed venue rule changes. For more information, visit
