HEALTH CENTERS MOVING FROM THE PAST TO THE FUTURE

In order to care for these patients, the centers have a large staff,
ranging from physicians (e.g., internists, family medicine physicians,
pediatricians and gynecologists), dentists and dental technicians,
nurses, medical assistants, pharmacists, social workers, benefit counselors, clerical staff and many others. Family planning is provided by
combined efforts of nurse practitioners and physicians, while nurse
midwives from surrounding hospitals, with obstetrician oversight,
provide prenatal and postpartum care.
The services that are provided in the PDPH Health Centers are
many, varying from the diagnosis and care of chronic and acute
illnesses, to check-ups from birth to old age, to breastfeeding support,
to nutrition counseling and social work services when needed. Young
children receive routine developmental and lead testing, in addition
to free immunizations. Interpreter services are available, and are used
not infrequently at a number of the centers, particularly in those
areas where large immigrant populations reside. Access to specialty
services at some area hospitals exist for enrolled patients due to
contract arrangements; that access along with quite a number of free
medications available at the Health Center pharmacies, lab testing
and radiologic exams allow for ongoing care that is not possible in
many locations.

City Services reinvented
Finally, the city in partnership with Children's Hospital of Philadelphia (CHOP) has launched a new community service model
with the creation of the South Philadelphia Community Health
and Literacy Center. This huge multiservice site offers pediatric
services through CHOP, primary care through Health Center #2,
the Free Library of Philadelphia and a recreation center, all in one
building, located at a major stop on the Broad Street subway. By
combining these services (which have traditionally been siloed into
several locations), a more holistic and comprehensive approach to
care can be reimagined.
In the same way that traditional public health clinics were reinvented into health centers, perhaps a new city service delivery system
is beginning in South Philadelphia. *

Not only do the Health Centers operate as general primary care
sites, but they interact with other branches of PDPH, such as the
Division of Disease Control, to serve special public health functions
as well. In a return of the special public health role of PDPH, clinics
related to HIV and STD diagnosis and treatment are in place, and
special services arise during flu season and epidemics.
