* Cash Bail Reform, led by Philadelphia District Attorney
Larry Krasner.
* Unification of Community Partners, spearheaded by The
Philadelphia Reentry Coalition, a Philadelphia initiative
bringing together over 100 members including local, state,
and federal government agencies, community-based service
providers, researchers, advocates, returning citizens, faith-based
groups, and others who partner as coalition members to
address siloes of the reentry system and increase collaboration.
* The Working Group to Enhance Services to Incarcerated
Women, led by Community Legal Services and the ACLU,
represents women in RCF, addressing gaps in services and
needs of incarcerated women through education, research,
and advocacy.
The U.S. accounts for nearly 30% of the world's incarcerated
women (Kajstura, Aleks; Immarigeon, Russ 2016) and complex
public policy issues surrounding incarcerated women particularly
mothers and pregnant women rarely receive policymakers' attention.
MCC began working with incarcerated women at RCF 12 years
ago. To limit the adverse consequences several policies should be
considered in Pennsylvania to improve positive parenting, reduce
recidivism and limit negative consequences for mother and child.
There is a need for a continuum of care to support mothers and
caregivers during incarceration and "safe landing" for moms after
release including housing and access to support services such as
home visiting programs.
At the end of the day, the real question still remains - why
does the United States have the highest incarceration rates in
the world? Why are we not exploring community alternatives to
incarceration that would stabilize families and communities while
decreasing costs in the short term and long term to society and to
the next generation? *
Marjorie Mogul is senior director of research, Rosemarie Halt is senior director of policy, and Bridget Biddle is
Riverside Advocate III for the Maternity Care Coalition.
