COVID-19 with open minds and flexibility, like
other businesses in the area. The restaurant
closed periodically throughout the peak of
the pandemic, making adjustments to their
restaurant seating, capacity, cleaning procedures
and pick-up orders as needed. The restaurant
continued to thrive under the direction of
longtime owner and founder, Victor Cucci, who
opened the restaurant in 1977. Just five months
into 2021, Cucci passed away from COVID-19.
Because of his legacy, the community rallied
around the restaurant, keeping the business
afloat amid the difficult time.
The Cat & Owl restaurant in Low Moor,
in operation since 1970 for fine dining in the
Highlands, was recently purchased from owner
Bruce Proffitt by Lee Roe, the owner of The
Rail Bar & Grille. Roe initiated a complete
cosmetic renovation of the building, including
a new bar and social area, while maintaining
the original family-friendly vibe. The menu has
since been updated to include new options as
well as some old favorites.
Without the support of those in the Alleghany
Highlands, these beloved restaurants may have had
to close their doors for good. Thankfully, here in the
Highlands, the support is endless.
