Mais cela ne signifie pas qu'alors l'agent perçoit un taux plein. En effet, la limite d'âge (ou « âge d'annulation de la décote ») ouvrant droit à une pension
de retraite sans décote (pour ceux qui n'auraient pas cotisé un nombre suffisant de trimestres) est fixée à 67 ans (catégorie sédentaire) ou 62 ans (catégorie active, dans le cas général). Il est possible de continuer sa fonction au-delà
dans certains cas (ex. : carrière incomplète).
De plus, il faut avoir cotisé un nombre de « trimestres liquidables » suffisant :
172 trimestres (43 ans) pour les fonctionnaires (et contractuels) nés en 1973 et
après pour espérer un « taux plein ».
Une décote est appliquée à l'agent qui n'a pas atteint la durée d'assurance
requise ou l'âge requis (pour simplifier, 1,25 % par trimestre manquant dans
la limite de 20 trimestres).
Symétriquement, une surcote permet une majoration de la pension attribuée
au fonctionnaire qui, après 60 ans, continue à travailler au-delà de la durée
d'assurance requise pour bénéficier d'une pension au taux plein. Cette majoration pour trimestres supplémentaires ou « surcotisation » est de 1,25 % par
trimestre supplémentaire.
Par ailleurs, les fonctionnaires ayant effectué des études supérieures peuvent
demander (à la CNRACL) de racheter de 1 à 12 trimestres de cotisations correspondant à leurs années d'études, pour augmenter la durée de services, ou la
durée d'assurance retraite, ou les deux.
Des bonifications peuvent s'ajouter aux trimestres liquidables : ce sont des
trimestres ayant la qualité de trimestres liquidables, accordés sur la base de
certains critères (ex. : avoir élevé un ou plusieurs enfants nés avant 2004 pendant au moins 9 ans) ; ils permettent d'atteindre 80 % pour le pourcentage de
liquidation.

Le pourcentage maximal de pension d'un fonctionnaire ou « taux plein » sans
décote est égal à 75 % maximum du dernier traitement indiciaire brut (TIB),
si celui-ci a été perçu au moins 6 mois avant la date de cessation des fonctions
(à défaut, l'indice précédent est retenu), et bien sûr à condition de justifier du
nombre de trimestres liquidables égal au nombre de trimestres d'assurance
exigé pour percevoir une retraite à taux plein. Pour un fonctionnaire à temps
partiel, le calcul est effectué sur la base du traitement à temps plein.
