C. LES RISQUES TECHNOLOGIQUES
11. Les risques technologiques sont des risques dont l'origine est liée à l'action humaine, tels
les risques industriels, nucléaires et biologiques. Ils trouvent leur origine dans la manipulation, le
transport ou le stockage de substances dangereuses pour la santé ou l'environnement.
Institués à la suite de la terrible catastrophe d'AZF, les plans de prévention des risques technologiques
(PPRT) ont pour objectif de permettre la cohabitation entre certains types d'installations
industrielles et les zones habitées aux alentours en définissant les actions préventives à mettre en
œuvre afin de limiter les risques pour les biens et les personnes dans ces zones.
Le lecteur comprendra vite que le domaine est sensible.
La liste des risques technologiques prise en compte dans l'état des risques paraît très incomplète ;
elle comprend en effet :
- l'effet thermique ;
- l'effet de surpression ;
- l'effet toxique ;
- le risque de projection.
Mais sont par exemple exclus l'accident nucléaire, le risque de rupture d'un barrage ou encore le
transport de matières dangereuses.
Pourtant, la répartition des accidents industriels montre que non seulement ceux-ci touchent de
nombreux secteurs d'activité, mais que ces secteurs évoluent. Par exemple, l'année 2021 se caractérise
par une poussée de l'accidentologie dans les secteurs de l'agroalimentaire et de la métallurgie10
.
L'inventaire
des accidents dressé annuellement par le gouvernement montre que le domaine est
évolutif. La réglementation et - pour ce qui concerne l'objet de ce livre - l'obligation d'information
du bailleur paraissent largement insuffisantes au regard de la nature et de la variété des incidents
décrits.
