LES DIAGNOSTICS LIÉS À LA TRANSLATION DE LA PROPRIÉTÉ
- de permettre à l'opérateur qui réalise le constat de signaler à l'agence régionale de santé (ARS)
les situations de risque au saturnisme infantile ;
- de permettre à l'opérateur qui réalise le constat d'identifier les situations de dégradation du
bâti susceptibles de porter gravement atteinte à la santé des occupants et de les signaler à l'ARS ;
- de fournir des éléments sur la présence de plomb aux personnes susceptibles de réaliser des
travaux de nature à provoquer une altération substantielle des revêtements.
L'opérateur doit effectuer une visite exhaustive des locaux et dresser une liste détaillée des locaux
visités ainsi que de ceux qui ne l'ont pas été. Il doit identifier les revêtements et effectuer des
repérages du plomb par mesurage du plomb sur les surfaces dégradées.
Lorsqu'à l'évidence, l'unité de diagnostic n'est recouverte d'aucun revêtement, la recherche de
plomb n'est pas nécessaire. Il en sera de même en présence de carrelages ou de faïences.
Pour chaque unité de diagnostic, l'opérateur réalise :
- une seule mesure si celle-ci montre la présence de plomb à une concentration supérieure ou
égale au seuil de 1 mg/cm2
;
- deux mesures si la première ne montre pas la présence de plomb à une concentration supérieure
ou égale au seuil de 1 mg/cm2
;
- trois mesures si les deux premières ne montrent pas la présence de plomb à une concentration
supérieure ou égale au seuil de 1 mg/cm2
été mesurées avec une concentration en plomb supérieure ou égale à ce seuil.
Dans le cas où plusieurs mesures sont effectuées sur une unité de diagnostic, elles sont réalisées
à des endroits différents pour minimiser le risque de faux négatifs.
L'article 8 de la norme NF X 46-030 donne le détail de toutes ces procédures et définit, par
exemple, les unités de diagnostic comme suit.

8. Identification des unités de diagnostic
8.1. Cas général
Pour chaque zone, l'auteur du constat dresse la liste des unités de diagnostic, recouvertes ou
non d'un revêtement, y compris celles manifestement récentes. Il identifie chaque unité de
diagnostic par un nom non ambigu. Lorsqu'il y a plusieurs unités de diagnostic de même type
(porte, fenêtre...) dans une même zone, chacune d'elles doit être clairement identifiée et repérée
sur le croquis.
Exemple :
Le mur de la zone A est désigné par " mur A " .

L'auteur du constat identifie le substrat et le revêtement apparent de l'unité de diagnostic.
