Le verbe ne suffit plus : le service public et sa performance4 doivent s’illustrer en objectifs, indicateurs, et tableaux de bord. § 1. LA DOCTRINE A. DÉFINITION DU CONTRÔLE DE GESTION (CDG) Il s’agit tout simplement de piloter la performance. 1. Définition Le contrôle de gestion5 est un système de pilotage mis en œuvre pour améliorer le rapport entre les moyens du service (le budget) et les résultats obtenus (cf. Glossaire). Il ne va pas sans tableau de bord permettant de quantifier les améliorations recherchées puis de mesurer les progrès accomplis. Pour être performant, il est souhaitable qu’il puisse s’appuyer également sur une comptabilité de gestion. 2. Ce qui le caractérise6 De manière générale : – le contrôle de gestion concerne l’ensemble d’une organisation ; la conduite de projet est une méthode de changement portant sur un aspect d’une organisation ; – le contrôle de gestion s’exerce en continu, au sein de l’organisation ; l’audit ou l’évaluation sont des méthodes plus ponctuelles, qui permettent à un tiers de formuler une opinion par rapport à un référentiel normé ; – le contrôle de gestion a pour finalité la recherche de la performance, le contrôle traditionnel a pour finalité la sanction ; 4.
