Cinquièmement, la fiche est simple d'accès, car elle contient des renseignements présentés de manière standardisée. Sixièmement, la fiche donne
lieu à des techniques de stockage originales permettant un classement fin
et durable, d'où une information plus accessible, surtout par les meubles
de classement verticaux, classeurs... Septièmement, la meilleure organisation de l'information permet plus commodément de croiser les données
collectées. huitièmement, la standardisation du travail d'enregistrement
n'exige plus le recrutement de rares spécialistes coûteux à entretenir et
facilite l'interchangeabilité des agents.
Le fichier apparaît dès lors comme un instrument qui classe de façon
ordonnée des fiches, c'est-à-dire des supports mobiles ayant un objet
commun et compilant à cette fin des données en vue de leur exploitation
pour l'action.
L'usage du fichier se diffuse alors largement, singulièrement en France
au début du xxe siècle, d'où une indubitable mise en fiches de la société28.
Au-delà des entreprises, l'administration publique se saisit de ce récent
outil. Là encore, le domaine sécuritaire est un champ de prédilection. À ce
titre, on peut citer la police des étrangers : un fichier central est créé en 1935,
réunissant 7 000 000 de fiches en 193929. Les premiers scandales surgissent
dès ce moment d'implantation du fichier. en atteste « l'affaire des fiches »,
relative au fichage des opinions politiques et confessionnelles des officiers
de l'armée par le pouvoir30.

B. L'ère du fichier numérique
Aujourd'hui, le pouvoir informationnel du fichier est décuplé par les
dernières innovations technologiques, fondamentalement la révolution
informatique et internet. en premier lieu, l'ordinateur change profondément la donne. Il permet de remplir une fiche grâce à un logiciel de
traitement de texte, fiche qui peut être stockée dans sa mémoire, d'où la
possibilité de la consulter. Un seul instrument remplace la machine à écrire,
le placard de rangement et le classeur. Par là même s'ouvre l'ère du fichier
