La déstabilisation de l'impôt

économique transcende aujourd'hui les frontières,
l'espace fiscal, administratif et juridique, voire
même politique, demeure encore largement
enfermé au sein de l'espace national.
Ce nouveau contexte est à l'origine d'un véritable
désarroi fiscal15. Face à une telle situation et à des
points de vue théoriques indécis voire contradictoires, les choix fiscaux sont rendus difficiles. Il en
résulte depuis des années des politiques fiscales
incertaines qui se traduisent parfois par une hausse
parfois par une baisse des taux d'imposition et/ou
par une accumulation de prélèvements obligatoires
formant une structure compliquée car construite
par strates successives, au coup par coup, sans
logique d'ensemble.
Il est d'autant plus malaisé dans le monde d'aujourd'hui de définir le sens d'une politique fiscale et
plus encore d'une réforme fiscale, d'établir une
ligne directrice et de s'y tenir, qu'il n'existe aucun
projet de société mobilisateur au sein duquel elle
pourrait s'inscrire. D'où un enfermement dans des
problématiques éclatées et limitées à des enjeux
particuliers, cantonnés à des négociations relatives
à des baisses de taux ou de bases en dehors de
toute cohérence d'ensemble. Les corporatismes,
l'urgence de répondre à un besoin ou le retrait
