Bicycle Friendly America Fall 2016 - 12

JENNIFER DILL BICYCLE FRIENDLY BUSINESS Two-way bike lane on sidewalk, swept of debris, but not pedestrians. "I'm going to be out of the office most of next week. I'm going to Moscow," I mentioned to my university colleagues. "Idaho?" The response was reasonable. Moscow, Idaho is a short flight from Portland, Oregon and is home to that state's flagship university. "No, Russia" I shared with excitement. Having grown up with Moscow being in the U.S.S.R., I never imagined I would someday be going to the city, much less to speak at a conference about bicycling. The event was sponsored by the Friedrich-EbertStiftung (FES, a German-based foundation), the Global Environment Fund, the United Nations Development Program, THANK YOU 2016 NATIONAL BIKE SUMMIT SILVER SPONSORS 12 BICYCLE FRIENDLY AMERICA and the Russian Federation Ministry of Transport, along with a local group, Let's bike it! The objective was to help promote more bicycle transportation in the Moscow region to an audience of practitioners and activists. While I wondered how the lessons from my research in Portland and other U.S. cities would transfer to such a large metropolis, I certainly could not pass up this once in a lifetime opportunity. At the end of the two-day conference, I realized that if it had not been for the Russian-English simultaneous translation and Cyrillic alphabet, I could have been in Moscow, Idaho or Chicago, Illinois (though perhaps 10+ years ago). The session topics were the same as you would expect in the U.S., covering infrastructure, bike share, employer-based programs, economic benefits, winter cycling, etc. There was great interest in what the representatives from the Russian Ministry of Transport and city of Moscow had to say, with pointed questions from the audience, hoping for a commitment for some action. There was debate over rules of the road and where cyclists should be when making left turns. The attendees were primarily activists, who looked demographically similar to those I see at events in the U.S. I heard that they had hoped for more local government staff to attend, but getting approvals to do so were not easy.
