If you have ever seen someone cheat on the golf course,
remembering the Three Principles of Golf will help.

e've all seen it: a fl uffed lie here, a foot wedge there, a
grounded club in a bunker, a mulligan or self-conceded
gimme and a wrong score recorded. Who hasn't lost
their ball in a leaf-fi lled rough, searched for fi ve minutes,
turned to look back at the foursome waiting impatiently at
the tee with arms akimbo, rationalized that pace of play prevents
a return to the tee and then dropped a ball and moved on?
Perhaps you didn't know the penalty for a lost ball is stroke
and distance. Perhaps you did know-but you didn't agree with
it. Or perhaps the trailing foursome had already hit into you
twice, and you wanted to avoid a confrontation with only three
holes to play. The opportunity (and sometimes even the necessity)
to skirt the rules is rife throughout the game of golf.
But why? Golf has an explicitly laid out and constantly refi ned
210-page Rules of Golf book-accompanied by a 507-page Decisions
on the Rules of Golf book. Surely we've all read and understand
them-shouldn't that be enough to deter rule breakers?
Truth be told, many rules offi cials, who are trained to enforce
the rules of the game, can't always answer every question correctly
on their quadrennial rules tests. Knowing all the Rules of Golf
constitutes a part-time job for some, so it's certainly more than
someone out for a weekend round might be able to memorize.
" There is a way out, " said USGA Executive Director Joseph C.
Dey in a 1953 article in USGA Journal and Turf Management.
" There is a spirit behind all the technical little details. There are a
few simple but basic ideas that can guide us. "
When boiled down to their essence, Dey said the rules of
the game are based on Three Principles (see sidebar): " Play the
course as you fi nd it; play the ball as it lies; and when you can't do
those, play fair. " Those three general principles are what the many
pages of rules are designed to explain.
So why is there cheating in a game that holds the rules sacrosanct?
Who cheats, and why? And will fi nding our way back to
the principles of golf help?
