When to Two-Step Your Way

ooner or later,
it's inevitable that an immovable
obstruction (IO) on the course will interfere with your
ball, or the area of your intended stance or swing during
your round. IOs, along with animal holes, ground under
repair and temporary water are all classified as abnormal course
conditions (ACCs). In these cases, you have the option to take
free relief, as long as your ball is not in a penalty area (see diagram
for Rule 16.1a).
How do you proceed when interference from more than one
ACC occurs, or when relief from one ACC causes interference
with another ACC?
First, explore your options-it may be a
smarter move to play the ball as it lies rather
than taking free relief. If, in taking relief from
the first ACC there is interference from a second
ACC, you have the option to take free relief from
the second condition-just avoid the temptation
to take concurrent relief from the two ACCs
at once. *
During a recent championship, a competitor
found her ball under a waste basket that was
attached to a water cooler next to a tree, situated
between the green and a cart path. Both the water
cooler and cart path are IOs and therefore ACCs.
She needed relief from the water cooler and asked
a nearby volunteer for help: he treated the water
cooler and cart path as one condition, and determined
the relief area to be on the far side of the
cart path, on a line from the hole to the water
cooler (where the ball came to rest). This relief
area happened to bring the tree's low-hanging
branches into the play, complicating the player's
pitch to the green.
But was it really the nearest point of relief, or
the player's best option?
Had the two ACCs correctly been considered
separately, the nearest point of relief would have
been located on the green side of the cart path,
and here is why: relief from the water cooler was

on the cart path, where the player then had the option to play
the ball or take relief from the cart path. Relief from the latter
was on the green side of the path and not on the opposite side
of the cart path, as was supposed when concurrent relief was
taken from the two conditions.
By treating the ACCs separately, the player would have found
relief in a more advantageous spot.
Finally, it's always a smart idea to determine the relief area
before you lift the ball. The nearest point of relief (i.e., the reference
point for the relief area) might not be the " nicest " spot to
play from.
