Beware the Quick Concession
Don't accept a conceded shot until your golf ball is at rest.

f it can happen in golf, it probably will-but if it shouldn't,
there's a rule for it. Like the following situation sent in by
MGA member Jay Kernan. It didn't happen to him, but it
likely has somewhere, and the Rules of Golf covers it.
Kernan writes that in a match play game, a hypothetical birdie
putt rolls to the very edge of the hole but doesn't drop in. As
the golfer walks to the hole, his opponent concedes the putt,
and then the ball drops in on its own. What is the golfer's final
score-the conceded par or a birdie, since the ball went in after
a birdie stroke?
The Rules have the answer.
Rule 16-2 Ball Overhanging Hole
When any part of the ball overhangs the lip of the
hole, the player is allowed enough time to reach the
hole without unreasonable delay and an additional
10 seconds to determine whether the ball is at rest.
If by then the ball has not fallen into the hole, it is
deemed to be at rest. If the ball subsequently falls
into the hole, the player is deemed to have holed out
with his last stroke and must add a penalty stroke to
his score for the hole; otherwise there is no penalty
under this rule.
Decision 2-4/2 Ball Falls into Hole After Concession of
Next Stroke
It is immaterial that the player's ball fell into the hole
after the opponent had conceded the player's next
stroke. If the opponent had not conceded the next
stroke, the player's score would also be [par] because
in those circumstances the player would be deemed to
have holed out with his last stroke and would incur a
penalty stroke-Rule 16-2.
For Kernan's hypothetical, the ball fell in the hole while still in
motion, so it's a birdie. The player should smile and acknowledge
his opponent's concession of the par, but card the birdie instead.

For Kernan, the concession is irrelevant until the ball is determined
to be at rest (see Rule 2-4- " A player may concede his
opponent's next stroke at any time, provided the opponent's ball
is at rest. The opponent is considered to have holed out with his
next stroke and the ball may be removed by either side. " ). If the
ball is still in motion and falls into the hole, it's a birdie-whether
a concession occurs or not. But the golfer must not dally getting
to the hole. If he does, he could be penalized (under Rule 6-7) for
an undue delay, as noted above.
The concession is relevant when the ball is at rest. The birdie
stroke is complete, the par stroke is conceded and the ball drops
in the cup. Decision 2-4/2 handles that situation.
