RULES PRIMER
O Ball, Where Art Thou?
Get familiar with new rules and terms for locating your ball.
NEW RULE
16.3
W
ith the new, modernized Rules of Golf in use, identifying
where your ball lies involves learning a few
new terms and definitions.
" Through the green " is now called the " general area, " and
" water hazards " are now known as " penalty areas " (yellow or red).
The " general area " is the entire golf course except the following
four specific areas: (1) the teeing area used for starting the
hole, (2) all bunkers, (3) all penalty areas and (4) the putting
green of the hole being played.
All areas beyond the boundary edge of the course are OB (see
definition).
As far as the Rules are concerned, your ball is always treated
as lying in only one defined area of the course. When part of
the ball is in both the " general area " and one of the four specific
areas, it is considered to be in that specific area. If the ball
touches two specific areas, it is treated as lying in the specific
area in this order: penalty areas, bunkers, putting green.
" No play zones " (NPZ) are defined as part of an abnormal
course condition or penalty area, where play is forbidden: (1)
if the ball is in the NPZ or (2) if the NPZ interferes with the
player's area of intended stance or swing.
" Through the green " is now called the
" general area, " and " water hazards " are
now known as " penalty areas. "
Note: Local Rule F-2 allows relief only for a ball embedded in
the general area cut to fairway height or less (check with the
Committee running the event if this Local Rule is in play).
The USGA issued a clarification to Rule 16.3b explaining
that the player is not always entitled to free relief: If the ball is
embedded in the general area but neither the reference point
nor any part of the relief area is in the general area (one clublength
from the reference point), the player is not entitled to
free relief under this Rule.
Embedded Ball
Relief for an embedded ball is allowed
only when the player's ball is embedded
in the general area (in its own
pitch mark). There are exceptions: if
the ball is embedded in sand in the
general area that's not cut to fairway
height or less or when interference
by anything other than the ball being
embedded makes the stroke clearly
unreasonable because of where the
ball lies (e.g., in a bush).
To take relief, the player drops a
ball (the original or another ball) in the relief area (see Rule
16.3b); the reference point for establishing the relief area is the
spot right behind where the ball is embedded; the location is
limited to the general area, and the relief area must not be closer
to the hole than the reference point.
