help them implement similar practices,
if they choose, that are appropriate for
their circumstances."
That will help cargo owners know where
their inventory is at any given moment. But
it also will reinforce that ports don't operate as islands. What happens at the ports
can trickle throughout the supply chain.
"Say we have ports that have doubled
their efficiency," Blasgen said. "That means
the connectors need to have the awareness
of what's coming from the port so they can
accept that cargo flow. You don't want to
push a bubble of supply chain congestion
downstream, for it always ends up backing
up the ports. When the inventory comes
in, it's crucial for us all to work together
to carry it through the port and to have
all the necessary planning and connections in place to make sure that fluidity is
matched throughout the supply chain. If
you've done a better job in ports and it still
takes seven days to get out of the port and
to its destination, no one wins."
Taking that broader vision is vital to
helping ports understand the issues facing all the stakeholder groups. "It's been

really important for us to remember that
ultimately the cargo owners are paying
for everything," Frisher said. "We want to
understand what their needs are up and
down the supply chain."
Like it or not, that level of insight is
coming. Bresolin said that CN has worked
closely with terminal partners and authorities to establish Service Level Agreements,
which outline service requirements and
obligations of all stakeholders. Those
agreements include joint key performance
indicators (KPIs) that are reviewed regularly, he said.
And that is where the biggest potential lies: For ports to play this key role in
the supply chain leadership, data must be
shared. "The sharing of data and enhancing priority shipment visibility will assist in
coordination and execution by the supply
chain to meet our cargo owner's needs,"
Bresolin said.
While assuming this leadership position may have some hurdles in place -
and shared information is certainly one
of them - there are benefits to jumping
over these issues.

The Halifax Port Authority has won
awards for its container tracking system,
which allows freight owners and forwarders to know "where their box is in our part
of the supply chain, when it was landed,
when it left the dock," MacIsaac said.
"That allows for transparency so that
everybody knows what's happening, and
if there is an issue it can be determined
whose issue it is and whose responsibility
it is to fix it."
That also allows the entire supply chain
to solve issues for the owner of the goods.
"They don't want excuses," MacIsaac said.
"They want reliable delivery. If it isn't
happening, they want to know why it
isn't happening."
Ports also can help small businesses
navigate the complex world of global
shipping, Frisher said. "We're viewed
as the entity sitting in a place who can
facilitate. The trucker may not know
how to have the dialogue with the ocean
carrier. Everyone recognizes the value
of collaboration, but the port as an entity
is the one that can pull those conversations together."  ●
