Fortunately, the port has a strong Harbor
Safety Committee, representing 19 facilities along the channel, which, Hayden said,
heads to Washington along with the port to
request funding help.

Gulfport Acquires Land
Through Dredge and Fill
In 2013, the Port of Gulfport set out to
secure permitting for a 282-acre dredge and
fill program to expand the west pier, north
harbor, east pier, and construct a 4,000foot breakwater system. In late November
2017, the Army Corps released its Record
of Decision, or ROD, for the expansion
project, readying the port for next steps.
The multi-year environmental process
involved federal and state agencies including the U.S. Environmental Protection
Agency, National Marine Fisheries
Service, National Oceanic and Atmospheric
Administration, Mississippi Development
Authority, Mississippi Department of
Environmental Quality and the Mississippi
Department of Marine Resources.
Executive director of the port, Jonathon
Daniels, said, "The port is limited on how
we can acquire waterfront land." Dredge
and fill is an excellent solution.

Houston Engages
Community
Roger Guenther is executive director
of the Port of Houston Authority. He said

deepening of its West Turning Basin. PHOTO: PORT CANAVERAL

Houston approaches every project with a
strategic plan and broad-based engagement.
Guenther said, "Several years ago there
were discussions about where to place
dredged material. Ultimately, in collaboration with stakeholders, we changed the
location. As the local sponsor, whether we
are doing improvements or maintenance of
the channel, it is always collaborative. We
partner with the Corps and many others."

"Do we need to deepen
every port on the East
Coast? No, but there
may be a need for several
deep ports in an area."
-Tim Murphy,
U.S. Army Corps of Engineers
