EPD's STAR Program

Keeps Georgia Counties and
Rights-of-Ways Clean
WHEN PUTNAM County officials learned about a new program being
offered by the Georgia Environmental Protection Division (EPD) to
help local governments clean up scrap tire dumps, they already had
a site in mind.
A former equestrian center owned by the middle Georgia county had
become a dumping ground for trash-including an unknown number
of scrap tires-since the county's landfill had closed, according to
Putnam County Finance Director Linda Cook.
"Securing help for this project will enable the county to move forward on a very long overdue improvement and help prevent further
deterioration to the property," said Cook. Photos taken at the site
showing mature pine trees encircled by tires provided an indication
of just how long the dumping had been a problem.
Help for Putnam County came in the form of the Local Government
Scrap Tire Abatement Reimbursement (STAR) Program. Started in
2015, the program covers the costs of removing, transporting and
processing scrap tires removed from illegal tire dump sites and is
open to local governments and solid waste management authorities.
Applications are accepted on a rolling basis and awarded first come,
first served, contingent on funding availability and demand. There
is currently no limit on the amount of funding that may be awarded
per application. Funding for the program comes from the state Solid
Waste Trust Fund, which was established in 1990 as part of the Georgia
Comprehensive Solid Waste Management Act.
Initially, the only sites eligible for funding assistance were dump
sites where the property owner was either unknown, financially
unable to clean up the tires or the local government had determined
that the property owner was a victim of illegal dumping. In 2016, the
program was expanded to include funding for cleaning up tires from
right-of-ways and for holding tire amnesty events. Putnam County's
site qualified for the program and an agreement was executed between
the county and EPD. Because this is a reimbursement program and
not a grant, the county had to contract with companies to remove,
transport, and process the tires. More than 3,000 tires were removed
from the site. Anthony Frazier, foreman with Putnam County Public
Works, said his small department could not have cleaned up the site
without the assistance from the state.
"With the help of this program, an area that had become an ugly
and potentially hazardous property eyesore is now transformed into

a clean, safe and useful area," said Frazier. The tire removal prompted
further cleanup of the site, and after all the tires and waste were
cleared, the area was designated as a shooting range for the Putnam
County Sheriff's Department.
In 2016, local governments began to submit proposals for tire
amnesty days to collect scrap tires from their communities. One of
the early amnesty day projects was submitted by Baker County in
southwest Georgia. During Baker County's last tire amnesty event
in 2007, more than 65 tons of scrap tires were collected. When the
