colleges and Native American colleges serving tribal communities.
CUPP colleges work in partnership with
communities at brownfield sites in Chatham
County's west Savannah to support long term
economic development; Fulton County's East
Point to improve cybersecurity and to develop
a cyber training program for employees; to
come up with new ideas to address sewage
issues in McIntyre (Wilkinson County); design
a new city hall in Midway (Liberty County);
and many other projects.

schools are in the state of Georgia, including
the University of Georgia, Georgia Tech and
Georgia State University. To date, CUPP has
provided more than $16 million of support
to communities at an administrative cost of
$2,153,000. In the state of Georgia, the program has helped 21 communities; impacted
approximately 781,371 citizens; executed
52 projects; and provided $6,720,000 worth
of project support to those cities. CUPP has
relationships with Historically Black Colleges

with Clark Atlanta University (CAU) through the
College/Underserved Community Partnership
Program (CUPP). Working through the
MBA Consumer Marketing class taught by
Dr. Charles Richardson, the City has received
technical assistance from the graduate students in branding ideas, identification of
annexation opportunities, recommendations
for creating a local business alliance, and the
development of a city-wide communications
strategy. The ideas presented by the students
are an invaluable resource to the city elected
officials and staff. The quality of the research
by the students demonstrates the importance
of providing real issues for them to work on.
It creates a win-win situation-the students
receive practical experience; the city receives
needed technical assistance. We look forward
to continuing the relationship with CAU and
the opportunity to include other schools in
the program."

"The College/Underserved Community
Partnership Program (CUPP) has been a blessing for small, underserved communities such
as Midway, a small rural city in Southeast
Georgia. Our partnership with Savannah State
University's Engineering Department garnered

us conceptual plans for the construction of a
new city hall/multi complex. Because of the
city's participation in CUPP, an architectural
firm in Sandy Springs, GA, is providing the city
pro-bono services to guide us through all of
the preliminary steps of construction.
Thanks for including the City of Midway in
CUPP. I strongly support the refinancing of this
most noteworthy program."

CUPP has signed national agreements to
work with several other federal agencies,
including the U.S. Department of Agriculture,
Department of the Interior, Department of
Education, and regional agreements with
the Southeast Regional Offices of the
National Park Service, and the Health and
Human Services Office of Public Health in
Region 4. In addition, CUPP is working with the
Department of Education to establish a partnership with its federal work study program.
This has provided stipends to low-income
college students to allow them the opportunity to participate in the program, which they
otherwise would not have been able to do.
Collaborations between the Environmental
Protection Agency and the Department of
Education nationwide, and in Puerto Rico,
are also underway.
Non-governmental partners include
the Thriving Earth Exchange- who has
worked with CUPP in Georgia, New Mexico
and Louisiana- and the Communit y
Engineering Corps.
Future Outlook: The CUPP Program expects
to execute 50 to 65 projects in academic year
2018-2019. The program expects to maintain
its current average return on investment of
$8 of community support for every $1 spent
in administrative support.
