Working with Hard-to-Count Communities:

Ensuring an Accurate Census
Count for Your County

THE SLOGAN for the 2020 Census is "Count Everyone Once, Only
Once, and in the Right Place." This is easier said than done. Even
though counties are not directly tasked with census collection and
participation, they do have a vested interest in the outcome. Georgia
was one of four states to exceed 98 percent participation in the Local
Update of Census Addresses (LUCA), which gives local governments
the opportunity to review and update addresses on file with the U.S.
Census Bureau. However, having a comprehensive address list is only
the first step in ensuring your county has an accurate count.
The purpose of this article is to educate counties about hard-to-count
communities, provide best practices on how to include these groups
in your outreach efforts, and to offer resources on how to find and
analyze potential hard-to-count areas within your county.
Defining Hard-to-Count Areas
After each census, the Census Bureau reviews response rates.
Areas that have low response rates are considered to be hard-to-count.
In general, the reason why there has been a low census response rate
in many of these areas is because the residents living there are hard
to interview, locate, contact or persuade to participate in the census.1

people who want to remain hidden

Highly mobile, homeless or physical access
barriers such as gated communities

Hard to Persuade

Suspicious of government or have low levels
of civic engagement

To drill deeper into the reason of why there is low participation in a
certain area, it is necessary to determine who is living there. To this
end, demographic information can be very helpful. Are a significant
number of the residents in the area non-English speakers? If so,
what language(s) do they speak? What is the poverty level for the
neighborhood? Are there many young children located in the area?
What is the education level of the residents? What is the racial and
ethnic composition of these areas? These are all questions that can
be answered through census tools and can better inform counties of
areas that may need additional outreach or resources.
