Resources
There are a number of resources that are
available online that will allow you to locate
hard-to-count areas within your county.
CUNY Mapping Service
The City University of New York (CUNY)
Mapping Service at the Center for Urban
Research has developed a map of hard-to-count
(HTC) communities to highlight areas of the
country whose populations had low mail return
rates for the 2010 Census.

The Response Outreach Area Mapper
The Response Outreach Area Mapper
(ROAM) is designed to show characteristics
of hard-to-count areas. This map shows the
Low Response Score (LRS) for an area. The
higher the number, the more difficult the area
may be to survey.

Census Engagement Navigator
The Census Engagement Navigator was specifically created to prepare for the 2020 census. It allows users to understand what areas
of the country had high or low return rates in
the 2010 Census, and the current demographic
makeup of these neighborhoods.

2010 Response Rates
Response Rates from the 2010 Census are
available and can be broken down by state,
county, city and more. It also compares the
participation rate from 2000 to 2010.

Georgia DCA District and Congressional
District Hard-to-Count Maps
The Georgia Department of Community Affairs
and the Office of Planning and Budget have
prepared hard-to-count maps at the DCA district and congressional level. ACCG has made
these maps publicly available for your use.

Identifying hard-to-count groups within
your community can be difficult. While some
groups may be generally apparent such as
the homeless or people who move frequently
(in that they may be difficult to track), other
groups may not be as obvious. One of the
more surprising undercounted groups from
the 2010 Census was young children. The
Census Bureau estimates that 4.6 percent of
young children were undercounted, meaning that approximately 1 million children
under the age of five were not included in
the last census. 2 As such, it is important
to review the demographic census data on
hard-to-count areas within your county to
determine who they are and the best way
to reach them.
How Hard-to-Count Areas
Impact Georgia
The Census Bureau estimates that approximately 22 percent (2.2 million) of Georgians
live in hard-to-count areas. 3 During the 2010
Census, each person counted brought in
approximately $1,339 to the state in federal
funding. If Georgia fails to count the 2.2 million people estimated to be hard-to-count
in the 2020 Census, the state and local
governments could lose over $3 billion in
federal funding.
In addition to the hard-to-count groups
noted by the Census Bureau, there is a
new possible undercounted group for the

2020 Census. For the first time, the public will
be able to take the census online. In fact, for
80 percent of the population, their first contact
with the Census Bureau will be a postcard in
the mail with a special code and instructions
on how to take the census online. This means
areas that have limited or no internet access,
or areas with low income or senior populations who may not have access to or be familiar with computers, may be another barrier to
having an accurate count for your county. As
such, it is very important that counties factor
this information into their outreach plan to
avoid an undercount. This will be especially
important in areas with low income, rural, and
senior populations.

Steps to Take in Incorporating
Hard-to-Count Communities
in Your Census Strategy
The best step your county can take in tackling hard-to-count areas is to create a strong,
inclusive local complete count committee
(LCCC). Having an accurate 2020 Census
Count is very important to counties. Failure
to have an accurate count may result in a loss
of federal funding and representation, which
will impact your county for the 10 year period
in which the 2020 Census data will be used.
