Over in metro Atlanta, Henry County is pioneering another groundbreaking technology. Henry County's Sheriff's Office this year became the first in Georgia to implement the Inmate Recognition and Identification System (IRIS), which identifies and logs inmate records using screenings of the human eye. When an inmate is booked into the Henry County Jail, his or her fingerprint is recorded electronically, the system most counties use for tracking inmates. Next, the inmate's eye is read by an IRIS scanner, which instantly produces a unique electronic identification and generates any existing personal records and logs of past stays at the jail. In addition to offering streamlined data entry, the system ensures that the county avoids the disastrous cases of mistaken identity, where the wrong inmates are released from jail; a quick IRIS scan during jail release always confirms the right person 18 GEORGIA COUNTY GOVERNMENT is walking free. In two months, Henry County has scanned 2,400 irises, with a total purchase cost of just $15,000 for the technology. Grady County: Natural Resources and the Environment Proving county achievements can't always come quickly, Grady County's Tired Creek Lake is a project nearly 90 years in the making. The 960-acre manmade recreational lake, formed at the confluence of three creeks, is projected to be completed by 2018. For many in the county, including longstanding county chairman Charles Norton, the finish line is a welcome sight. The idea was first proposed in the 1930s, when federal officials considered the area for a public works lake project. In the 1960s, the land was to be converted into a state park with a 1,200-acre lake. The property was deeded to the State of Georgia, but a budget crunch in 1975 put the park on the back burner. In the mid-1990s, a local delegation petitioned the state to return the property to the county, at which point it was returned with a variety of requirements, including maintaining the land for public use only and reinvesting income from the property into improving it. In 2010, Grady secured a construction permit from the U.S. Army Corps of Engineers, and the Tired Creek Lake project was officially reborn. In late 2010, the county closed $15 million of bonds for construction, taking advantage of the favorable interest rate environment. Between bidding, design, inspection and construction, the project has taken time, but citizens look forward to the result. The nearest large lake, Lake Seminole, lies 50 miles away, and Tired Creek will be a local recreational resource that offers deeper waters ideal for fishing and watersports. Neither Rome nor Tired Creek Lake was built in a day, but both were worth the wait. Macon-Bibb County: Revenue and Finance Middle Georgia, like eight other regions in the state, failed in 2012 to pass the T-SPLOST ballot initiative that would have provided its 11 counties a projected $876 million to fund road improvements.
