FROM WELLNESS TO WELLBEING:
LGRMS Assists Counties with Providing Comprehensive
Health Programs to Local Government Employees

LOCAL GOVERNMENT RISK Management
Services (LGRMS) is the risk management
agency of ACCG and the Georgia Municipal
Association. It provides loss control, health
promotion services, and online training to
members of the organizations' property and
liability and worker's com programs. One such
service is cultivating employee engagement
through its Wellbeing Programs.
The Wellbeing Programs focus on the
"8 Dimensions of a Whole Employee,"
described Sherea Robinson, the Health
Promotion Services Manager for LGRMS.
These dimensions of health are identified
as: intellectual, financial, social, physical,
emotional, spiritual and environmental. For
example, financial health can deal with worry
about mortgage. Environmental health can deal
with the stress of being mobile after a drastic
change in commute as a result of the I-85 fire.
Each county has an identified 'Wellness
Champion' that is the liaison for LGRMS and
leader of their county's Wellbeing Program.
Robinson asserts that it can be anyone who
wants to see a change in not only themselves,
but everyone else, too. "A Wellness Champion
is someone who is willing to be the face of the
Wellbeing Program and get the information
out. They don't have to be the most physically
fit person, just willing to be a motivator."

Two Wellness Champions in particular have
been recognized by LGRMS for their innovative
work in their counties. In Talbot County, County
Registrar Marjorie Howard has increased participation by focusing on and catering to her
county's specific needs. In Polk County, County
Clerk Dawn Turner has shifted the culture by
making health and exercise a real-life game.
Talbot County
Talbot County had a history of extremely
low participation in wellness programs since
its creation in August of 2011. To combat this,
Marjorie Howard who is only in her second
year as Wellness Champion, went above and
beyond to adapt to her county's unique needs.
"Talbot has various schedules and scattered
offices, so I wanted the information posted in
every location," she said.
Her process includes: creating payroll
stuffers, emailing department managers
who had direct ways to communicate with
their employees, and putting flyers in all those
scattered departments including breakrooms
and common areas. In an effort to work with
employee schedules, a regular part of the
Talbot County Wellbeing Program is providing a "Lunch and Learn," where employees
can get a meal and digest information about
something health or safety related. For those

that work in the Highway and Water departments who cannot attend Lunch and Learn,
they accommodate by going to their facility to
provide a similar "Breakfast Break."
Howard contributes her great success
to developing programs that were directly
relevant. "The key issue is promoting better health," Howard said. "In February for
Valentines, we gave away dinner-for-two gift
certificates at healthier restaurants and gift
certificates for flowers as incentives. In our
area we have threatening weather and a lot
of people live in mobile homes. So, we had
someone from Red Cross talk about protocols and survival kits. Our county has higher
instances of diabetes and cancer, so we had
speakers talk about early diagnosis, going
through treatments and how to be a caregiver.
For the last two Decembers, we even found a
mental health counselor to help us deal with
the additional December stress."
Howard credits LGRMS for being an invaluable resource in planning her programs. When
she first began her position as Wellness
Champion one year ago, their liaison Candace
Amos, LGRMS Health Promotion Services
Field Representative, helped plan out the
calendar, activity types and even attended
the majority of events they put on. Due to
a combination of initiative and inclusivity,
