ISKS By Sierra Hubbard When they traveled to Crisp County, however, Beck and his associates were surprised to find that they were hardly needed. "When we did that with Crisp County, [the sheriff] was extremely aware of where his losses were already," Beck said. Not only was Sheriff Billy Hancock already aware of the areas that were lacking in his office and among his deputies, but he had also preemptively implemented many of the strategies that Beck and his team were prepared to suggest. In fact, because of Hancock's proactive approach, the office there is not really in need of LGRMS' training and programs. "We've offered training, but there's nothing that I would say that they need because they do it all internally," Beck said. He believes that the sheriff works so hard to keep his deputies safe and prepared for any situation for multiple reasons. "He's not only motivated by reducing cost to the county," Beck said, "he was also very emotional about the impact these losses have on his department ... as well as the citizens of his county." The New Sheriff in Town Billy Hancock began his career in law enforcement as a deputy sheriff in 1979 in Crisp County. Soon after, he left to work for the Georgia State Patrol. He took a leave of absence and returned to Cordele to open a business, and he began working part-time for the Crisp County Sheriff's Office. He had every intention of taking a year off and going back to the Georgia State Patrol. Twenty-eight years later, he remains in Cordele. Hancock has special training in both emergency management as well as law enforcement. In addition to serving his county as the sheriff, he has previously worked as a parttime instructor of law enforcement techniques at St. Petersburg Junior College. He became the sheriff when his predecessor, Donnie Haralson, succumbed to cancer in 2014. Haralson had served Crisp County as sheriff since 1987, and Hancock had worked with him for much of that time. He knew he had big shoes to fill, so to speak. Cleaning Up the Jail The first thing Hancock wanted to tackle was the county jail, "knowing it's the highest liability," he said. "They had all kinds of altercations in the jail," Beck said, remembering a time when LGRMS visited a couple years ago. "This is one of the leading causes of workers' compensation." Since then, Hancock has employed a chief jailer, Maj. Joey Arozola, who has completely changed the way the detention center operates. "This has had a tremendous reduction in altercations," Beck said. "The jail itself is just as quiet as a library. It was just a very well-oiled machine." Hancock himself also used that same phrasing, attributing the smooth transition to his predecessor. "I took over a great machine," the sheriff said. "I didn't have to reinvent the wheel." First, they reached out to several model jails across the state to learn more about which practices work best. Then, some simple cosmetic changes were made to improve the inmates' mood and temperament. They painted the walls of the jail cells pink, for instance. "They say it's a calming color," Hancock said. Arozola also enforced a "red line policy". During any transfers or moves, inmates are required to walk inside the lines painted along the floors. "It's certainly cut down on our altercations and things that happen inside our jail," Hancock said, echoing Beck's sentiments. Keeping Officers Safe and Prepared During his time in office, Hancock has given his deputies and officers plenty of opportunities to stay fit and learn more about how to perform better in their duties. For instance, he found a creative use for confiscated drug funds. "We built a gym," Hancock said. "A personal trainer comes three days a week during lunch hours." That means officers can spend their lunch break working on physical fitness measures. Deputies at the Crisp County Sheriff's Office also have plenty of access to training sessions, not just in the gym. "Every month we offer training locally for our deputies," Hancock said. "We offer two days so that each shift has an opportunity to come to training. We can have almost all of FALL 2016 www.accg.org 87 http://www.accg.org
