There, while the average pay of this year's survey respondents is 9.2% higher than the national average, this doesn't come close to matching California's COLI, which is 25.8% higher than average. Figure 3's second-quarter 2013 COLIs were compiled by the Council for Community and Economic Research (C2ER). This council calculates COLIs for cities and metropolitan areas that voluntarily collect information on the cost of groceries, housing, utilities, healthcare and other items. Figure 3 doesn't include a cost of living figure for Puerto Rico because C2ER doesn't provide COLIs for U.S. territories. For more information about COLIs, see C2ER's website at http://coli.org.
