appy Birthday Canada! As the country turns 150 years old, the building season
is well under way. And it is safe to say, that as an industry, we have recovered
from the long cold winter and wet spring. We have already endured our fair
share of challenges this year, and the start of Q3 is no different. With the warm summer
weather upon us, the construction sector is thriving. However, this also comes with
the danger of forest fires. After several weeks of hot, dry weather, we had a couple
of days of strong winds and lightning storms. As I sit here to write this article, the
Province is "On Fire", literally, 320 square kilometers and counting. Towns are
being evacuated, major highways are shut down. For the building supply industry, this
also means mill closures, and interruption of forest products to market. It is pretty
hard to even think about all of this, when some families are losing their homes and/
or properties, pets and livestock.
Lost in all of this Forest Fire news is the new Anti-Dumping Duties that the U.S.
Department of Commerce is imposing on Canadian Lumber producers. The preliminary tariffs add an average of 6.87% to the current countervailing duties of 19.88%.
Announced in April, the CVD is set to expire on August 27. For the time being, this
raises the overall punitive tariffs to an average of 26.75%. With British Columbia being
Canada's largest lumber exporter to the US, with a 55% share of sales volume (last
year's figure), the instability being created in the province is not healthy for the lumber
industry. With final determinations by the Commerce Department expected in late 2017,
industry experts say the punitive duties could linger throughout 2018 and possibly into
2019, until Canada and the United States negotiate a solution. Unfortunately, even if
Canada wins the trade battle in the long term, the smaller producers in the meantime
will be especially vulnerable to the financial strain of the duties.
To put all of this in perspective, U.S. production of spruce-pine-fir (SPF) timber
cannot keep up with their own (domestic) demand. In fact, U.S. softwood lumber
production increased by only 3.4% in 2016, while their consumption increased by
9.7%. According to the National Association of Home Builders, 33% of lumber used
in the U.S. was imported, with more than 95% of that coming from Canada. So who
really wins this battle and who does it hurt in the meantime???
On a lighter side.....Thomas Foreman and I attended the CRBSC's Annual Meeting
in Montreal this past month. In a follow up to our National Leadership Summit in
March, we discussed developing an industry strategy on Government Relations and
Public Relations, and we were presented with a proposal from a Registered Federal
lobbyist who could assist us with this. We also discussed ways to develop an HR program to promote a "Career in the Building Supply Industry." This would be done by
creating a National Job Board using an online presence and Social Media campaign
to search for new employees for both suppliers and retailers. This is fantastic news for
the industry and I will keep you posted with new information as it develops.
