CDA 2018 Conference a great
success in Quebec City

he CDA's annual conference was
held at the Centre des Congrès
de Québec from Oct. 13 to 18
under the theme Managing Aging
Dams: A Challenge for Owners and
Professionals. In addition to the
technical sessions, many activities
were planned such as the exhibition,
workshops, technical tours and the
awards gala.
Workshops were held on Saturday
and Sunday: Dam Safety Reviews (FR),
Training and Case Studies on Corrosion
(EN), Special Topics on Slope Stability
for Mining Dams (EN), Emergency
Management & Response (EN).
* The workshop on dam safety
reviews was given for the first time
in French in front of 23 people by
Gilles Bourgeois, Michel Dolbec,
Éric Péloquin, and Douglas Sparks.
It is possible to organize other similar broadcasts for a Francophone
audience upon request.
* The workshop on the stability of
mining dam slopes continued the
discussions from Kelowna in 2017.
* The emergency management workshop was given in English to 55
people. The instructors were Tony
Bennett, David Brown, Marno Klein,
Adam McAllister, Clare Raska and
Tali Serota. The CDA's new bulletin
on emergency management will be
published in early 2019. There will

certainly be information on this topic
at the ICOLD Symposium organized
by CDA next June in Ottawa.
Also, several activities allowed us to
socialize with our colleagues working in
the field of dams. It was a great opportunity to discuss recent progress in the
design, construction and rehabilitation
of dams as well as their regulation,
maintenance, and management.
* An introductory evening was
held Saturday evening at the St.
Patrick's Pub.
* Delegates were invited to the
Observatoire de la Capitale on Sunday
evening to view the 360-degree panorama of Quebec City and the St.
Lawrence River from the 31st floor
of the building.
* The exhibitor reception was held at
the Convention Centre on Monday
afternoon.
* A social activity for young professionals was later planned at La
Ninkasi.
* The banquet and awards gala took
place on Tuesday evening at the
Capitole de Québec:
* The contributions of several
deserving individuals were recognized at the gala. For more
information see pages 27-29.
* An entertaining magic show was
presented in French and English
by illusionist Alain Choquette.

The conference opened with a
welcoming address from the Deputy
Minister of the Environment,
Mr. Patrick Beauchesne. The
Government of Quebec provided a
Pinnacle sponsorship for the event.
Three plenary sessions on Monday,
Tuesday and Wednesday began with
speeches by guest speakers:
* Alain Bourque presented Dealing
with the Ongoing and Upcoming
Impacts of Climate Change on Water
Resources and Its Use on Monday.
* Stephen Rigbey, a member of the
Oroville Independent Forensic
Team, summarized the major problem with the Oroville Spillway with
Looking Beyond Oroville: Where do
we go from here? on Tuesday.
* Mr. Antonin Zaruba gave an
overview of the history of The
Evolution of Hydroelectricity in
Quebec in the late 19th and early
20th centuries.
It should be noted that Mr. Rigbey's
presentation on the Oroville Spillway
has been included in this issue as a
technical article from pages 10 to 17.
A special presentation for young
professionals was made by Mr. Michel
Dolbec. He talked about the Quebec
Dam Safety Act and its origin from
the 1996 Saguenay Flood (see page 24).
Three technical visits took place on
the last day of the conference.
