Canadian Dam Association Bulletin - Summer 2016 - 15

ABSTRACT The Franklin Falls Dam was constructed in 1940/42 on the Pemigewasset River in New Hampshire. It is a 43-m-high zoned earthfill structure with a till core on a deep foundation of alluvial silt and sand. The dam is equipped with accelerometers (crest, abutment and downstream) that registered the January 9, 1982 Gaza Earthquake (magnitude 4.5). An 8 km epicentral distance resulted in strong ground motions at the dam site that were characterized by horizontal accelerations as great as 0.55g. This paper describes interesting aspects of the design and construction of the dam and the response of the dam to the Gaza Earthquake. The design of the dam included an early discussion and evaluation of the risk of static liquefaction, the first extensive use of triaxial testing, laboratory measurements of horizontal and vertical hydraulic conductivity on relatively intact specimens, intensive laboratory testing of filters based on the earlier work of Karl Terzaghi, an extensive test fill program, and a field study of the use of explosives for compaction to reduce the risk of static liquefaction of the foundation soils. A preliminary deconvolution analysis of the downstream record to determine the equivalent ground motion on bedrock is also presented. Canadian Dam Association * Summer 2016 15
