1 INTRODUCTION The Franklin Falls Dam is situated on the Pemigewasset River in southcentral New Hampshire, about 7 km north of the city of Franklin. It was designed and constructed under the aegis of the U.S. Army Corps of Engineers (USACE) between 1938 and 1942 as the principle element of a flood control system in the Merrimack Valley. The dam is of zoned earthfill construction with a till core and has a maximum height of 43 m. The design and construction of the structure occurred during the early development of modern dam design and construction practices. When this dam was designed there was no widely accepted method for the design of filters to prevent internal erosion, there were no standards for compaction, it was not known what type of compaction equipment, number of passes or lift thickness should be used for a particular type of soil, and the theory of static liquefaction had not yet been fully elaborated. The USACE employed the services of 16 804187_Measurand.indd 1 Prof. Arthur Casagrande of Harvard University to provide assistance with the design of the dam. As a result of this collaboration, the patented filter design criteria that had been developed by Karl Terzaghi was subjected to extreme laboratory testing, an extensive field compaction testing program that included just about every feasible compaction method, and 34 test fills was conducted. Prof. Casagrande completed the world's first triaxial testing device to evaluate the volumetric behavior and risk of static liquefaction of the embankment and foundation soils, and a very innovative method was used to densify the foundation soils. This paper describes some of the elements of the design and construction of the Franklin Falls Dam as a way of illustrating the development of the state of the practice in earth dam design and to recall some of the issues in dam design of which we must all remain cognisant. The Franklin Falls Dam is equipped with three accelerometers located on the crest, the right abutment and on level ground downstream of the toe of the dam. These accelerometers recorded the magnitude 4.5 (MbLg) 1982 Gaza Earthquake that occurred at an epicentral distance of 8 km. The recorded ground motions are among the most intense of any from a dam on the east coast of North America. The downstream instrument is underlain by an unknown thickness of alluvium over hard rock. There is no specific information on subsurface conditions in the vicinity of the instrument. The records from the instruments on the crest and right abutment were influenced by the response of the dam and the topography, respectively. The records from the downstream instrument would be very useful for the numerical analysis of the seismic behavior of other dams that may be subject to similar earthquakes, had they been recorded on hard rock and thus transferrable to other sites of known subsurface conditions.
